Who is asking them not to follow it. In local dso office you get free seed and kissan Bhawan. Of your local area provide you full information on what to grow after checking your soil and weather forecasts.
There are programme on radio and kirshi darshan on television.

This is not just about farmers, I bet if you did an employee survey on riksha wallas, or housemaids or janitors the satisfaction level will be much lower, but they do not have the same political clout.
We are all on the same side here, we want a better life for farmers, but it cannot be done without acquiring any land.
