Good morning. I am glad so many of you are able to make it to our annual "state of the F-16" message. There is a real tendency to want to talk about all our accomplishments on this program since the beginning many Paris Air Shows ago. But I realize that you, as members of the news and trade media, are interested in what we have done lately and our projections for the future.

<>Chart 2 &#8211; (Agenda) Launching the F-16 into the 21st Century


I want to talk about four main points: recent orders for the F-16, the new technologies and capabilities we are incorporating into the aircraft, the various ways we are meeting our commitment to provide best value to our customer partners who operate the F-16, and the sales opportunities for the future.

<>Chart 3 – 2000 – A breakthrough Year for the F-16


Two years ago, we were starring at a potential end to F-16 production in early 2002. But then the F-16 won major competitions in Israel, Greece, and the UAE. We were able to get these under contract last year, plus we signed follow-on orders for Korea, Singapore and the U.S. Air Force. These totaled 234 aircraft worth $9.3 Billion. Our total program now stands at 4,285 aircraft. Needless to say, this improved the outlook for our employees, corporate leadership, and stockholders. This extended our production base more than 4 years to mid 2006.

Just as important, this paved the way for development of many next generation technologies for the F-16. I am pleased to report these development efforts are doing well.

As you might imagine these are truly exciting times for the F-16 program.

<>Chart 4 – Next Generation Technologies Being Incorporated into the F-16


Here you see a list of the more prominent systems being developed and integrated on the F-16:

* The APG-68(V)XM mechanically scanned radar and APG-80 active aperture electronically scanned radar

* Next generation podded and internal targeting and navigation FLIR (Forward Looking Infra-Red) systems

* An all new color "glass" cockpit

* New mission avionics that provide more processing capacity to handle today’s sophisticated sensors and weapons as well as to provide growth for the future.

* Multiple high bandwidth data link options including the NATO standard Link-16 for coalition interoperability

* Advanced internal electronic warfare suites designed to detect and defeat future threats

* Higher trust / longer life engines

* Options to increase fuel such as 600 gallon wing tanks and Conformal Fuel Tanks. These are shapes of our final CFT design which have recently undergone loads and performance flight testing at Eglin Air Force Base. We will begin systems testing of the first functional tanks later this summer.

* INS/GPS-aided weapons such as the WCMD (Wind Correct Munitions Dispenser), JDAM (Joint Direct Attack Munition), and JSOW (Joint Stand Off Weapon), and the air-launched cruise missile JASSM (Joint Air-to-Air Surface Standoff Missile)
* This next clip is the first launch of an all-up JASSM. The test was a complete success. This weapon will significantly enhance the F-16’s ability to safely attack highly defended targets.

* Integration of the DASH and JHMCS (Joint Helmet Mounted Cueing System) helmets to aid in advanced targeting and high-off-boresight missile employment.

* Upgraded aircraft systems such as higher capacity cooling and electrical systems.

* More automated flight control systems with advanced autopilot and auto throttle functionality.

These new technologies being incorporated into the F-16 not only improve its capabilities but also improve the reliability and maintainability, thus lowering Operation and Support cost.

<>Chart 5 – F-16 Capabilities Meet Future Warfighting Requirements Now


These new systems are providing the warfighter very important new or expanded operational capabilities.

* In the air-to-air role, the pilot will be able to attack multiple targets simultaneously at long ranges, with or without AWACS. Key features are increases in detection range and field-of-regard, increased accuracy of target data, greater number of targets tracked, and data links. In the dynamic close-in combat, we are integrating helmet-mounted cueing systems and several high-off-boresight missiles. Near or far, the F-16 will be an even deadlier adversary than it has been in the past.

* In the air-to-surface role, the pilot will be able to autonomously and precisely target and hit multiple targets, from standoff distances, and in any weather. Enabling technologies include synthetic aperture radar capability and GPS/inertially-aided weapons. No longer will ground forces be able to hide under the cover of clouds or smoke.

* Also in all missions, we are addressing the demands for more range, payload, loiter time, and combat persistence -- with less dependence on tankers -- utilizing 600-gal fuel tanks and conformal fuel tanks.

* As the threats improve, so does the F-16. Improved F-16 survivability aids include advanced threat warning, internal electronic countermeasures, advanced expendables, towed decoys, standoff weapons, extended-range targeting systems, and greater engine thrust.

* All these capabilities are enabled by Lockheed Martin’s expertise in systems integration and weapon system automation allowing the pilot to concentrate on mission execution.

<>Chart 6 – Lockheed Martin Products Are Uniquely Positioned to Dominate the Current and Future Battlespace

Lockheed Martin products are uniquely positioned to dominate both the current and future battlespace. A fighter must be able to operate at all levels of integration in the total air battle -- from autonomous operation, to a member of a flight or strike force, to fully integrated with all supporting elements.

The F-16 has the required enablers to operate in this battlespace:

* True Multirole Capability – It can operate in multiple roles during a single mission, which is critical to prosecution of the future combat. This includes the ability to attack time-critical targets.

* Network Connectivity – F-16 data link systems provide connectivity to other members of their flight, as well as other elements of the battlespace providing the pilot and theater commanders with the information required to aid in situational awareness and mission tasking.

* Sensor Fusion – The off-board information on targets, threats, tasking, and members of the coalition that comes in is merged with data from on-board sensors to accurately locate, identify, and assign the proper target.

* Cockpit Automation – This is all being tied together in the mission avionics and cockpit controls and displays in a way that gives the pilot the best possible awareness of the tactical situation and allows him to function as an efficient and well-informed decision maker.

* Open Architecture – We are able to incorporate new systems and technologies in a "plug and play" arrangement with little or no disruption to the total system

* We are applying lessons learned from the extensive combat experience we have with the F-16, F-117, and other platforms. This helps us understand what the true needs and priorities are.

<>Chart 7 – F-16 Team Remains Committed to Best Value for Customers

* Our entire F-16 Team remains committed to best value. This includes Lockheed Martin as the prime contractor, the U.S. Air Force, our international Air Force partners, and the rest of our worldwide industrial team.

* One way we provide value to the customer is offering a wide range of program options to meet unique customer requirements. Tailoring options include systems configurations, weapons and other stores, support and training packages, contracting arrangements, industrial participation, and financing.

* Another means of providing value is leveraging engineering and manufacturing technologies as well as capabilities across our various fighter platforms – F-22, JSF, F-16, Other [F-2, T-50, C-130, F-117, U-2].

* At Lockheed Martin Aeronautics, we have fully embraced lean manufacturing principles and are encouraging our suppliers to do the same. Even before lean thinking became popular in the aerospace industry, we were applying many of the concepts in holding the F-16 cost constant while increasing the capability and producing at much lower rates. Everybody said it couldn’t be done, but we were committed; and our success was rewarded in the marketplace and several prestigious awards. [Flight International’s Aerospace Industry Award, Industry Week"s Best Plants Award, Shingo Prize for Excellence in Manufacturing] We embrace the principle of continuous improvement in looking for ways of streamlining our total enterprise in holding down costs and keeping the aircraft very affordable and competitive.

<>Chart 8 – F-16 Team Remains Committed to Lifetime Support



The F-16 Team Remains Committed to Lifetime Support of the aircraft.

* This is important since the F-16 is and will continue to be the backbone of many air forces well into the 21st century. Even with the planned introduction of the JSF, the F-16 will still constitute over 40% of the USAF fighter force in the year 2015. With our current orders, the F-16 will be in active service for at least another 30+ years.

* We are committed to logistically supporting this aircraft throughout its long service life. There is a worldwide logistics network in place that currently supports over 3,000 F-16s at 80+ bases
in 22 countries around the world in a great variety of operating and support concepts. We have a number of initiatives -- such as arms around support, automated logistics management systems, and electronic manuals -- that will improve this support and reduce cost of ownership.

* The USAF and we offer the world’s best training for pilots and maintenance personnel, plus provide on-scene advisory personnel.

* Finally, we are committed to keeping the fielded F-16s modern through major retrofit programs. We are currently more than halfway through the Mid-Life Update program for F-16A/B aircraft being implemented for the 5 European Participating Air Forces [400 aircraft counting Peace Atlantis II]. Later this year, we will deliver the first kits in the U.S. Air Force’s Common Configuration Implementation Program for F-16C/D aircraft [approximately 650 aircraft]. Not only do these programs provide robust capabilities, they also improve supportability, interoperability, and growth by increasing commonality. We are also participating in initiatives with international partners for other potential upgrades of existing aircraft.

<>Chart 9 – F-16 Has a Vibrant Future

While 2000 was an excellent year for us; the F-16 has a vibrant future.

* We have near-term opportunities to add more than 80 aircraft. This includes the existing options for Israel and Greece, plus Chile and Oman, who have stated their intent to buy the F-16. These would extend the production base out to the end of 2008.

* Our market analysis shows a potential for 500+ additional aircraft, which would increase the production base out beyond 2010.

* The F-16 clearly remains the fighter of choice for the foreseeable future.

In summary, the program has never been stronger

* 2000 was a great year for new F-16 orders.

* Many advanced technologies are being incorporated into the aircraft through production and retrofit that significantly enhance the war fighting capability

* Our formula for continued success includes many forms of team commitment to customer value.

* Finally, the F-16 market potential looks very strong.

We intend to keep the F-16 moving as the world’s most successful fighter through continued revolutionary advancements and a global outlook through our current and future international partners.

All of the f-16 media blitz is primarily aimed at the Indians for the MMRCA deal. They even roped in Ratan Tata to fly one of the jets at aero India.
But tough luck for them I guess. The GOI has put their bid on back-burner as they supplied f-16 to Pakistan. All their campaign that "f-16IN : the best f=16 ever" is not working out I guess.

sorry to burst your ego , we Indians have to make a choose from six planes unlike you pakistanis who dont have a choice.
