well its also true that many govts discriminate against them, so both govt and roma at fault.
We in India make special provisions for disadvantaged, (and most disadvantaged people overrepresent petty crimes),
Europeans shoud do same with roma.
Give them all that is needed to make them compete and live with the rest.

Teenagers are often rebellouis, White Teenagers are no different. Many of my Peers when i was Teenager started Smoking with 12, they were White also they were drunk at 12. Girls had sex at 12 etc.
