Eurofighter can step in if talks with Rafale fails: UK

Look, EFT was given several years and a fixed timeline to submit their 'cheapest' costs? If the price they gave was the cheapest then this new cheaper price is obviously after cutting corners. You don't wanna take a risk against a black box like that.

That is not the way tenders work trust me! I will give you a idea for example now say I wish to purchase some accounting software for my business and I have a set budget of £100,000. I request 3 companies to submit their quotes and out of that one is dismissed and the other 2 is selected.

Now having looked at both the quotes I go with party A, Now for the interesting part! Having worked with tenders for a number of years I noticed there is leakage! if for example the loosing party is not selected this does not necessary mean they have lost the 'contract' as the contract has not been signed on the dotted line.

If for some reason they have made me a counter offer which reflects in a lowering of price or say a better package overall than party A I would be mad not to consider it right?

Now I would also use this counter offer to obtain better terms with party A (my original choice) it is a bit like a game of poker in terms of who is bluffing.

So yes this is good news in my view as added competition would result in getting a better deal in the long run.

That's not real news, since the statement is just a show of last hope, but they know their chances are low now. More interesting would had been, if our government would had shown any sign that they consider a change in the tender for re-evaluation, because without that the Rafale will remain the only current choice, unless they mess it up at any point. However, since the reports about the new EF offer no hint of a change in mind in GoI was visible, which might mean that the offer simply was not interesting enough to re-consider. But I hoped for an improved offer too, but not about lower costs and that's where the EF partners might made the mistake.

Tenders will not be reissued for this deal but there is leakages and parties will try to obtain what the other one is offering and see if it can come out with a counter offer to try to get back in the deal.

.
I am also sure 99% that the Rafale will get the contract in 2015 but it is not a bad thing that the EF consortium is still trying to 'meddle' it's way in and do you blame them? this is one hell of a contract! they will try many tactics, I have noticed since the EF lost the British media such as BBC as been having quite a few negative stories on India more than usual! this is dirty tactics that will be adopted.

It's not about being back in the deal, since the EF was never out. We only selected the Rafale as the first choice for negotiations, if within these negotiations anything doesn't comply to our requirements, we can go to the L2 and negotiate with them.
However, since we elected a new government, the EF partners tried to influence them to get the prefered choice, by offering lower costs. That however doesn't cut it, since the MoD can't simply take new offers, but has to re-consider by scraping and re-tendering as they do it in the LUH and SSK deals, or by implementing requirement changes to the original once and re-evaluate the results of the trials and the bids to them, that's what happend in Brazil. In any case, the EF partners would had come up with something more than just a price cut to make their offer more attractive and to make us re-considering.

and do you blame them? this is one hell of a contract! they will try many tactics.

Blaming for trying no, but blaming for trying not hard enough or for not offering more useful things to India yes.

.
Sure....... ;)

Few days back, I read that UK + Other Countries willing to give 100 TOT to India and even open a workshop wherein Euro Fighters of UK, Germany others would get repaired too. Why can't we dump Rafael Deal and go with it? :D

if India scrap the MMRCA tendering, J10c will attend the new tender.

This is what most Indian members fail to see. Euro fighters is offering deal of the lifetime. If these members are so concerned of our domestic industry and increasing our capabilities, the EUROFIGHTER makes absolute sense.

There is no such thing as total tech transfer it does not exist! you think they are going to give away all their R&D for MRCA? if they did the cost would be far more than £50 bn +

'Total tech transfer' it is just a term thrown around but the reality is different

.
what was EFTs bid in the MMRCA? I know it must of been over 10 billion

Contract has not been signed we do not know what the final price of the deal will be as inflation, currency fluctuations etc have come into play.

It had more to do with the point that it's made by a consortium of countries rather than the price I believe.

I'm talking about the Eurofighter bid. Rafale was the lowest just curious what the Typhoons was.

.
Some say the original contract was for $10-11 bn but does that include on-going maintenance, spares etc ? seems like now the final deal with overall lifecycle costs included will be more like $30bn

Who knows? doubt that sensitive data would ever be leaked. Yes Rafale was the L1 winner but now doubts have cropped up that infact Rafale may not be the cheaper out of the 2 birds if you take into lifecycle costs. Plus the EF consortium has offered to slash the price!

A complicated & slightly controversial method was used to calculate life cycle cost. It has been reported that Rafale's offer was calculated at $20 billion & EF's, $21 billion. Thereafter the EF consortium supposedly offered to reduce the price by some $ 3 billion to get back into reckoning and that's where it has remained. Further details have not been forthcoming.
