Mr.Musharuff is the one who was using them effectively... Under pressure he did a mistake(by massacring a religion priest inside the mosque I read some news like this after which there began lot of problem in Paksitan) which backfired him and put his entire country into the current trauma... I doubt he would have done that because Pakistan's only goal is Kashmir and these terror bodies are helping to achieve its goal...
