Puberty is the criteria of marriage, not age.
Islam allows marriage after puberty whichever age it comes.
Because hormones change and urges come.
If a girs physically adult at 11 , she should be allowed marriage if there's a need.
Legally forcing her to wait another 7-8 years is not fair and we will end up like western countries where 13 year olds get pregnant and it's common to see 15 year old mother, but they cannot marry and csnnca get their urges satisfied the appropriate way.

As for 15 yr old mothers...It was common back in the day...but today's 15 yr old doesnt know anything better than polishing her nails and looking pretty as per the demands of society....let alone throw another child in her hands!

Marriage is more than that...It is a sunnah....There are full topics in hadith about Marriage and none of them limit marriage to just 1 thing!

well i am going to convince if i have child to get married earliest possible. western lifestyle and food has ruined some of my family members, women having difficulty having babies.
Early and child are 2 different categories...
If marriage is for child bearing purpose or populating the village then getting married at 18 is right...however, if it is to make a marriage work I would suggest 22-25 coz the girl has been educated and will be able to educate the next generation...furthermore, she can still bear children....

Implementation should come from those who get license to do Nikkah (Molvi or whatever not)...When writing the age of the child, they need to provide the birth certificate...If they dont then dont get married!
Once the bill is passed we need to have some kind of working mechanism to inform the masses, specially in rural areas where child marriages occur the most. Penalties should apply for the parents as well as over aged tharki men if the law is broken.
I was thinking along the lines of presenting birth certificate at time of Nikkah...And any Molvi getting underaged children married should just be sent to jail without trial as he is ruining future generation!

Yes and there is 2 types of puberty....Mental and Physical! You can see the differences in a child who has attained Physical puberty but not mental...meaning the 2 are not linked if they were we wouldnt have such kids!
