The demand has increased far more than the supply, and Khawaja Asif just tweeted our electricity generation figures which were largely stagnant. This is why there is load-shedding of 16 hours, even in Ramzan. This is what happens when you don't hire professionals and place people like Abid Sher Ali and Khawaja Asif as the head of such important strategic ministries.

Second, the power generation projects they have initiated, we don't even have the transmission lines and power stations to handle that load. They invested all the money in power generation without setting any budget for creating the infrastructure.

Third, all of this is useless unless we don't have a mechanism to get the defaulters to pay up. Unless the defaulters don't pay, we simply won't have the money to produce this power and the circular debt will keep on increasing. There have been zero efforts by the Federal Government to start collecting dues from the defaulters.

Pakistan already has more than 22,000 MW installed capacity (say at 70% availability factor that will be 15400 MW useable). The infrastructure is old and inefficient losing almost 20-25% in line losses (including theft). On top of this it produces more than 1/3 from Oil (the most expensive way to produce electricity). The govt also gives subsidy to consumers (all consumers). This gives rise to circular debt. The govt is unable to meet it's liabilities and the power companies stop producing the power (This in turn reduces the available capacity further) and the consumer end up with power outages.

Employ competent person for the job
Govt need to cut down its subsidy to consumers.
The collection should be increased to 90%+.
Grid should be upgraded so that it can cater for current plus future demand (say 25 years).
Oil based plants should be replaced with Gas or Coal (New addition of capacity will hopefully fix this problem).

Maybe look to semi privatize it similar to PTCL model.

When it comes to dams---nowhere in the world people have any choices about the location. Dams are build not on consensus---but for necessity and 50.01% majority in the parliament.

All i can say is Nawaz has been the best we got in the past 30 years. Yes alot of stuff he promised has not been fulfilled but he has done some important work Internationally . CPEC speaks for itself ,NAB is first time someone from governament has taken a step against corruption. In general bringing peace back to a country where there used to be daily attacks on our army . At present i cant think of anyone who can do Pakistan any better from the current lineup of politicians including IK.

By the end of next year, unless you happen to be blind (which I assume you are not), you won't have these silly questions anymore. Because about 60-70% of the big ticket projects will be coming online starting mid next year. By 2018 (early to mid), you won't have words to criticize others as you'd have seen their progress more than every ruler combined in the past 70 years of Pakistan's dark history.

I am willing to forgive PML(N) on their blunders if they give go ahead on Kalabagh Dam, its something we seriously need built. Sadly its gotten so politicized now that only a dictator can initiate it. The current government is a democratically elected dictatorship.

Regards to Panama all Mr Nawaz had to do was accept his mistake and apologize, he would have had moral ground and situation would have not gotten worse as they are.

In regards to Panama Leaks - semi confirmed reports are coming in that Nawaz Sharif will delay his next brief visit (some call it return) to Pakistan till Raheel Sharif retires.

Ishaq Dar is being named as Minister In Charge for that term and next COAS's notification will be issued from London as well - pretty much Altaf Hussain # 2 is in the making.

Based on the sentiments / reaction to next COAS's orders - Nawaz will decide his date of return but it is not planned till August 2016.

Let's see how correct this "news" is.

Re recent statement of Fed Fin Minister that Govt will be on borrowing (loans) spree to finance CPEC; let's take an example of one power plant so we can know how much circular debt this Govt., will leave and in 2019 there will be as much discussion re Sovereign Default as it was in 2014.

We all know that all the Chinese loans will be insured by the China Export and Credit Insurance Corporation (Sinosure) primarily to cover the risks against non-payment risks, and the security of the loans is guaranteed by the state (sovereign guarantee).

Last year, the framework agreement for energy projects under CPEC was signed between Sinosure and the Khawaja Asif's Water and Power Ministry to provide sovereign guarantees.

Sinosure is charging a fee of 7pc for debt servicing, which will be added to the capital cost of a project.

As an example; the capital cost of a 660MW project at Port Qasim is $767.9m, however it goes up to $956.1m by adding the following:

Sinosure’s fee of $63.9m.

Financing fee and charges of $21m

Interest during construction of $72.8m; a 27.2pc return on equity is guaranteed.

Interest Rates on above financing will be at the following rates and interestingly interest during construction is allowed at the rate of 33.33pc for the first year;

2nd Year: 33.33pc

3rd Year: 13.33pc

4th Year: 20pc

Now based on other revenue streams dried up and no planning in effect to raise the exports (prior steps to raising exports cannot be seen for zillion miles) how will this new debt will be serviced?

And if development pace is such that Govt., is communicating then quantum of Circular Debt will further push the Governments in the future in a very tight corner and managing the monster of load shedding will be even more difficult than today. Additionally and most importantly; the cost factor is something which Water & Power Ministry or PMLN Govt., never brings up; can we please know the final product cost per Kw for each project so we all can know how many surcharges will be applied to already ripped off public through galore of indirect taxes?

Affordable energy will most likely remain a pipedream - and it's a fact!

    LAHORE/KASUR: The periodical suspension of power supply and unannounced load-shedding have severely disturbed people in Lahore and other cities of Punjab.

    Already perturbed by the humid weather, people in different cities staged demonstrations and blocked roads on Friday. In Gujranwala, the Gepco office was pelted with stones. Due to low voltage and repeated suspension of power supply, electronic appliances reportedly went out of order in various cities, including Gujranwala, Gujrat, Mandi Bahauddin, Hafizabad, Okara, Sahiwal, Faisalabad, Sheikhupura, Nankana Sahib, Sialkot, Narowal, Shakargarh, Renala Khurd and Pindi Bhatian. People had to face problems during Iftar and Sehr in Lahore and its various localities including Kot Khawaja Saeed, Shalamar, Mughalpura and Baghbanpura.

    Thousands of people lied on the Lahore-Faisalabad GT Road in protest against the prolonged load-shedding in Feroz Wattooan, Nawankot and their adjoining areas. Their demonstration caused a heavy traffic jam on both sides of the road. They raised slogans against the government, Wapda and Lesco and burnt electricity bills besides beating chests. Several people fainted in Akhtarabad due to unbearable heat. Dozens of fainted people were admitted to hospitals after suffering heatstroke. Several people observing Aitekaf also fainted in mosques.

    In Shergarh, people belonging to various sections of life staged a demonstration outside the City Press Club. The unannounced load-shedding suspended the routine life in Hujra Shah Muqeem, Daska, Chicha Watni, Sialkot, Badohmali, Kundian and Mandi Faizabad.

    It is because of the load-shedding that the labour class is on the verge of starvation. On the other hand, the Eidul Fitr is getting close. Tailors are suffering most in this situation. The Operation Theatre, X-ray Room, Emergency Ward and Trauma Centre in the Civil Hospital Gujranwala stopped working after a cut in power supply. Patients admitted to the Emergency Ward faced difficulties due to unavailability of power. The hospital administration had to postpone operations because of the absence of power.

    Lala Musa and Khanqah Dogran faced a 20-hour load-shedding on Friday. Citizens including traders and tailors staged a rally in Khanqah Dogran after the faulty power transformer of Main Bazaar was not replaced. They blocked the Lahore Road and chanted slogans against the SDO concerned. They threatened to besiege the Wapda office if nothing was done to rectify the situation.
