Since you seem to be convinced to know it all why don't you answer it, you are the one who brought up about buying time.
All you are doing is playing the blame game as usual. What difference does your blame game make to this conflict? You give no solutions.

Of course I think that it's a ploy; its actions in response to the pre-planned US-ROK exercises are indicative of that. As to why it needed to mislead others into believing that NK wanted peace, that's a question that nobody can answer (but the relative immaturity of its nuclear stockpile is a possible reason).

Continue maintaining a military presence in the peninsular & provide ROK forces with the training & countermeasures as needed, all the while pressuring Beijing to reign in its "little friend".

North Korea was always going ahead with its program. It doesn't need to buy time from anyone.
A Korean equivalent of the JCPOA would likely require the disarmament of NK's nuclear forces, destruction of all equipment needed to enrich fissile material, and have the country subject to inspectors & visits. It doesn't take a Ph. D. in geopolitics to see why North Korea would not be so keen to sign such a deal.
