We are talking about sustained solution for low income households.
What about people who lack access to electricity? Remember off grid is for those who live in remote areas or in villages that lack access to electricity. Off grid solar system is crucial for the prosperity of those who live in such conditions.Batteries are very expensive, net metering is a better idea. Don't go off the grid.
This can be possible if government subsidizes it. This can provide a huge boost for the agricultural sector of any third world country.Surely, low income people cannot afford panels and batteries. Cost needs to be spread over many people thus as a group, a town.

2x10kw inverter
Grid is there but totally disconnected.

2 Stash DIY Lithium Ion batteries make a power wall (Best way is to get em through laptop batteries or Chinese but make sure the quality is oright)
