Tehran is a beautiful city though, but very expensive to live in - property, prices etc

Indian cities fare better than Bangladeshi cities. At least Delhi and Mumbai do.

Recently, some improvements in public areas have taken place. Public Land encroacher high-rises (especially near the rivers) were demolished, the Mayor(s) were involved. Here is Hatirjheel which was cleaned up about five years ago. Eventually there will be business high rises on at least one side lining the waterfront.

the difference is karachi is not capital of pakistan but its capital of sindh province and dhaka is capital of bangladesh ,

It's just a huge refuge with 'camps' spread out clustered along ethnic lines. Almost everybody is from somewhere else - India, Bangladesh, Afghanistan, Punjab, KPK etc.

I am guessing the poor Bengalis live near the Macchar Colony area near Keamari. Since they specialize in working in that industry.

I have a feeling cities also get less point for not having a clubs based, alcohol based nightlife.

There is plenty of loose alcohol and even looser women providing you have the dollars. Same in Pakistan. Iran gets busted because any country with a 'eye' gets American spite. Eye-ran, Eye-raq both get shafted.
