It was the same in Mumbai when I was in Grade 10/12, the cut off's for science programs were reaching ridiculous proportions. It's like you have to be either a computer or a genius to get into these programs or settle for a not so great college.
Anyways I think the solution to this problem is to 1) Increase the number of seats ( obvious as the population is increasing) and 2) make exams tougher. Right now it is not very difficult to score high grades with just memorizing. Instead India should adopt the system which we have here in Canada/US, where your overall grade is dependent on tests/quizes/assignments/exams spread throughout the year and not just the final exam.
