CPEC updates at Gwadar

Progress seems to be going slow. Was this city not supposed to be the "next Dubai"
China has invested US $10 billion in Gwadar Port and will invest more in the future. It also includes the investment of Chinese enterprises in industrial zones. This is not Pakistan's debt. Gwadar Port should be observed from the perspective of regional transport hub. Considering the political situation in Pakistan, Gwadar Port may slow down, but it is not slow in the Middle East and Central Asia. China also needs to evaluate several ways to connect Gwadar Port and Central Asia in the future. We should also consider docking with the Middle East industry. These are the ideas of regional economic cooperation. China has put forward some ideas of its own and is discussing changes with other countries. This is not to interfere in a country's internal affairs.

Gwadar Port has been officially authorized to handle and process the imports of 450,000 metric tons of wheat following the signing of an official agreement between Trading Corporation of Pakistan and Gwadar International Terminal Limited.
First shipment of wheat to Gwadar will be arriving from 25 December 2022.

Gwadar International Airport: The construction of the main terminal, 4600 tons of steel structure is completed.
The construction of the metal welded roof, and interior, and the installation of electromechanical equipment are underway.

Gwadar: 3 million-ton ship-to-ship oil blending facility in the offing​

GWADAR, Dec. 23 (Gwadar Pro)-Chinese firm East Sea Group Limited (ESGL) plans to establish a 3 million-ton ship-to-ship (STS) oil blending facility at sea space in connection with a $4.5 billion oil refinery project in Gwadar. After the venture materializes, Pakistan will earn $ 20,000 to $ 40,000 annually.
The 3 million-ton STS oil blending facility will be established solely on the sea surface without any contact or use of the landmass of Gwadar. The rest of the 5 million-ton oil refinery will be on the land of the Gwadar Free Zone Area (phase II). With the 3 million-ton STS oil blending facility in the first phase and the 5 million-ton oil refinery in the second phase, Hong Kong-based Chinese firm East Sea Group Limited will build up an oil refinery with an annual oil processing capacity of 8 million tons.
The mega plan of the STS oil blending facility was discussed at length in the 45th special urgent meeting of GPA board members. The meeting held at GPA head office Gwadar was participated by GPA board members, COPHC chairman, and ESGL officials.
The meeting agreed to designate a specific sea area away from the 38 sq km anchorage area of Gwadar Port for the establishment of the STS oil blending facility. Instead of the northward side, the facility will be on the south side because the northward area has a depth of only 15 meters, while the southward side has a depth that ranges from 35 to 37 meters, which appropriately serves the purpose.
Furthermore, Chairman GPA Pasand Khan Buleidi assured the visiting delegation of East Sea Group Limited of tax facilitation and duty exemptions set forth by all procedural and legal frameworks under Pakistan's transshipment rules.
On the occasion, the ESGL officials committed that the company will buy 30 percent crude oil from the local market of Pakistan as Pakistan boasts 19 million tons of crude oil capacity.

After the complete resumption of activities at Gwadar Port, Urea fertilizer is being unloaded from anchorage planes on all three berths of the port. Hundreds of locals are getting employment opportunities in the area.
Economic activities have increased significantly. The people of the area are observing this pleasant progress themselves.

GPA brings internship programme for budding engineers​

GWADAR, Jan 12 (Gwadar Pro) - To equip the youth of Balochistan with the skills required in the modern workplace, the Gwadar Port Authority (GPA) has announced an internship programme for fresh graduates in the province.
As per the official notification, the programme will be run under the National Development Internship Programme. “The internships are a unique experience for the students as well as fresh graduates or diploma holders for their preparation of better jobs and relevant businesses,” it reads.
In pursuance of the Planning Commission’s letter shared with the Ministry of Maritime Affairs, GPA will accommodate young engineers in two projects; they are the 1.2 MGD ROD (reverse osmosis desalination) Plant at Gwadar and Sewerage Treatment Plant, at GPA Housing Complex.
Fresh graduates holding domiciles in Balochistan province under the age of 30 can apply for the internship programme. The duration of the internship programmes will be one year and ten students (five each in a project) will be selected.
The 1.2 MGD ROD Plant is being set up with a Chinese grant of around US$ 12.7 million to purify sea water and make it safe to use by the people in Gwadar city.
‘Sewerage Treatment Plant for GPA Housing Complex Gwadar’ is another important project in Gwadar for which the Federal Government allocated Rs51.89 million under PSDP in the budget of FY 2022-23.
GPA is an organisation for the construction, operations, management, and maintenance of Gwadar Deep Water Port. Gwadar Port is the second great monument of Pak-China friendship after the Karakoram Highway linking Pakistan and China.

At New Gwadar International Airport, 55 percent work has been completed, trial flight will start in 2 months.

New Gwadar International Airport (NGIA) has achieved a new construction standard, having 55 per cent completed and will commence trial flights in 2 months, according to an official at the Gwadar Development Authority.

According to details, the estimated cost of its construction is estimated at Rs 51 billion 28 crore 40 lakh. Progress on the installation of modern security features, the NGIA’s compulsory share is moving fast with the installation of 39 hold or handbag scanning machines.

The reliability factor with regard to passenger screening will increase after the installation of the new machines.

The under-construction NGIA is located 26 km northeast of Gwadar's current airport. It is expected to stimulate development in the Gwadar Peninsula and boost Pak-China trade.

Gwadar port receives another DAP fertilizer vessel under APTTA​

January 16, 2023

ISLAMABAD, Jan 15 (APP):The Gwadar Port being operated under the flagship China Economic Corridor (CPEC) has received another bulk vessel of DAP for Afghan Transit Trade and will discharge approximately 28000 metric tons.

An official of the Planning Ministry told APP that the DAP fertilizer received on the port would be transported via Chamman and Torkham.

The official added that entire East Bay Express Way in the port city had been filled with trucks waiting to enter in Gwadar Port.

The port has also started receiving government imports of bulk cargos as three consecutive vessels carrying 90,000 MT urea have already arrived at the port and clocked the fastest discharge rate.

This represents the efforts of the Ministry of Maritime Affairs, China Pakistan Economic Corridor (CPEC) Authority, Gwadar Port Authority (GPA), Trading Corporation of Pakistan (TCP) and Pakistan Customs, the official added.

These bulk cargos were discharged and after bagging at the port are transported from Gwadar to other destinations in Pakistan. Next month Gwadar Port will start handling 450,000 MT of TCP wheat.

Trading Corporation of Pakistan (TCP) on behalf of the government decided to handle the import of urea and wheat through Gwadar Port. This movement will ease the huge congestion at other ports of Pakistan due to the high traffic of vessels carrying bulk cargoes, which results in delaying the operation and transportation of shipments; thus, disturbing the entire supply chain mechanism.

Import of these government cargoes offers substantial benefits to locals and will generate various economic activities and employment opportunities for locals in terms of 100% shipping agencies services by locals, a top priority for local transporters etc.

Gwadar Port is the industrial nerve center of Gwadar Free Zone and offers substantial economic benefits to importers in terms of highly efficient operations, advanced cargo handling, vast storage areas for all types of cargo, extensive ancillary facilities, and faster turnaround time & delivery. Gwadar Port due to its unique geographical position makes it a fast-economical link between land-locked central Asian states and the rest of the country.

Gwadar port and Freezone are all set to become the hub of international trade which will help the country in earning much-needed foreign exchange in the near future which also is in line with the vision of Prime Minister Shehbaz Sharif to promote regional economic integration.

A sizable share to import of wheat and urea at Gwadar Port will play a vital role in the operationalization and also generating business opportunities both in Gwadar and along CPEC highways which is very essential for the uplift of Balochistan.

GWADAR, Jan. 18 (Gwadar Pro)-China-Pakistan Government Girls Middle School Faqeer Colony Gwadar is providing free education to 550 students who mostly belong to the low-income families of Gwadar city.
While talking to Gwadar Pro, the school Principal Parveen Nawaz said that the school is fully functional and providing quality education to students through 15 highly qualified and competent teams of teachers whoimpart academic and extra-curricular skills to the local students.
She said, “The school has proved to be the best among the public schools in Gwadar”.
The school which was funded and started by China Foundation for Peace and Development (CFPD) is focused on promoting education and improving the poor literacy rate in the area. The school was upgraded from primary to middle level in 2017 and the building was expanded in 2020.
The school Principal was hopeful for its upgradation to high school this year, saying that the Education department has recommended the school for upgradation and is waiting for its official approval.
Naseer Baloch from the school said that the China-funded school has provided fully functional computer labs to the students, which aims to provide quality digital education to students, especially girls, to prepare them for a competitive future ahead.
According to Pakistan District Education Rankings, a report by Alif Ailaan, literacy rate in Gwadar is estimated 25%. District Gwadar is ranked nationally at 61, with an education score of 59.47 and a learning score of 62.65.
Enrollment is low in Gwadar because of fewer schools in the district. And the level of enrollment declines as they move up the classes. The school infrastructure score of Gwadar is 29.91, giving it a national rank of 122. 33% of all the schools in the district catering to girls as compared to 67% schools for boys, putting girls at a greater disadvantage.
The lack of science labs and subject specialists’ teachers is also a major concern. Teachers teach two classes at the same time. Lack of science teachers and playing grounds are also issues facing Gwadar schools.

Chinese grant of Rs 2.213 billion for Gwadar 1.2 million gallon daily water desalination plant has completed 65 percent.
The federal government has also provided an additional 1.12 billion for providing essential fresh water facilities to the city of Gwadar.
