Not in the ideal sense.... Not like it is being taught, nor like it has been practiced by USAF etc....

Yes they have. In 1987 they recovered a downed PAF Viper driver near the Afghan border

Yes, in an air skirmish which lasted for 15 minutes and PAF pitted 24 F-16s and Jf17s against 8 Indian aircraft of which 4 were Mig21s. @Windjammer

So apparently, the mig 21 that was shot down may have been an old air frame, but the tech inside of it was actually superior to Pakistan's older f-16s.

Of course take this with a grain of salt, as no proof of this being true actually exists. I heard this claim from an interview with an retired Indian Air force guy, as well as from an analyst and christine fair, so feel free to ignore it.
