The problem has been growing in the US of Chinese immigrants who come here to cheat the system. Moral compass being the lowest among all immigrant population, the Chinese have been looked up unfavorably by Americans vs the perception of a model group.

------------------------------
Despite their Model Minority image, approximately 55% of elderly Chinese immmigrants were on welfare, a striking contrast to the 9% figure for native-born seniors.

The Chinese seniors who immigrate these days do not consider receiving welfare to be a stigma. On the contrary, they view it as a normal benefit of immigration, whose use is actually encouraged, like a library card. They are unaware of the fact that welfare is intended only as a safety net.

The immigrant Chinese senior welfare recipients do not need the money. This is true by definition, because at the time a senior immigrates, his/her children must demonstrate to the Immigration and Naturalization Service (INS) that they have the financial resources to be able to support the parent.

Through Chinese-language books and newspapers, and most importantly through an extremely efficient word-of-mouth process, the Chinese seniors are exceedingly well-informed about welfare.

In recent years most Chinese seniors immigrate to the U.S. with the advance intention of going on welfare. Moreover, even Chinese immigrant advocacy groups admit that the seniors' adult children who sponsor them to immigrate also have this advance intention.

The noble intentions of ``family-reunification'' provisions under which the children sponsor their elderly parents to immigrate often bear little or no resemblance to reality. Indeed, Asian-American community activist and immigrant advocate Bob Kim has noted that cancellation of SSI benefits would force many immigrant seniors to ``move back [in] with families that don't want them.''

The children who do have their elderly parents living with them often actually make a profit from their parents' SSI checks.

The vast majority of the immigrant seniors on welfare come from middle-class families with above-average household incomes.
The 1996 welfare reform legislation will not do much to reduce SSI usage by elderly immigrants. However, it will produce some reduction in Medicaid usage by this group.

Love the usual defaming by Indians. Must be the little p.

.
its an actual study and not an opinion or news piece plus a Testimony to the U.S. Senate Judiciary Committee Subcommittee on Immigration BY University of California at Davis

How do you get usually 'defaming' out of it? certainly your sense of righteous is not seen on the several topics where Chinese posters here take pot shots at Indians. but then too- this is an American report and yet you bring India into it. tsk tsk.

. .
1. nothing illegal was done.
2. this report is 14-15 years old.

it is unfair to blame the seniors here. the blame should go to the badly written welfare law.

nowhere in the report did the author assert that chinese senior immigrants swindled the US. don't bring your personal opinions into this.

.
Jolly good.

Chinese are real sharp chaps.

Not swindling, mere gambling on their chances of getting caught.

They are great gamblers and though it is illegal in China, they are clever enough to escape the law through various sleights of hand.

Saw a TLC a grasshopper fight competition and how everyone said there was no gambling involved and then they showed how it operates.

1. nothing illegal was done.2. most of the sources used in this report is decade old.

it is unfair to blame the seniors here. the blame should go to the badly written welfare law.

this is classic and as pointed in the study itself..

" The immigrant Chinese senior welfare recipients do not need the money. This is true by definition, because at the time a senior immigrates, his/her children must demonstrate to the Immigration and Naturalization Service (INS) that they have the financial resources to be able to support the parent."
That above shows its Illegal then to claim welfare !

Btw a study is not commissioned every year... it's got worse in the US not better i would bet ( 55% of Chinese's immigrants were on welfare- Lord knows how bad it is now) . the typical mentality has not changed in a decade

to bring them in for the sole purpose of being on welfare to cash govt checks is illegal. as the saying goes- you can put lipstick on the pig as much as you want- it's still a pig.

A Chinese fella, must have stolen your girlfriend or something, or otherwise this much obsession is never good.

hahahaha -
the study was not done by me... but if you go by that logic - when they obsess about India here, it means an Indian took their women and same about Pakistanis about India and Indian about Pakistanis. the world would be better if we all took on other countries women as wifes :P

to then claim welfare is illegal.

nowhere in the report did the author say that what was done was illegal. :hitwall::hitwall:

if you read the report, you would know that the the seniors filed a claim for welfare due to loopholes in the law. the report also mention that chinese seniors have extensive knowledge of the welfare law.

which brings me to my point. what the chinese seniors did was lawful. therefore by definition, not illegal. this issue is caused by badly written laws. so take your case to the US congress.

OMG- i need to do this in baby steps for you to comprehend, because its apparent you did not get the English "nuances" in that report.

1. the only way you are allowed to legally bring your family into the US to be allowed permanent resident status- is by showing you make enough of money to support them

2. Repeat no1 again " ONLY WAY the US govt allows you to being parents is TO SHOW - you will not need the govt help to host them nor will they need it"

3. Repeat point 2 again--- IF YOU SAY you have enough of money to support your parents and SIGN LEGAL DOCUMENTS to such- but then claim welfare thereafter - it is illegal.

because they are not being rounded up by ICE does not mean its legal..

BUT THANK YOU! - for at lest openly claiming that Chinese are swindling the US

looks like you failed to understand me again:hitwall:

there is a loophole in the law that allows welfare to seniors even with the documents you stated.

if what was done was illegal, then prosecute. if it what was done was not illegal, then lobby congress to close the loophole.
BUT THANK YOU! - for at lest openly claiming that Chinese are swindling the US
and i don't pretend to speak for all chinese americans.
