On topic, my personal opinion is that Shenzhen is one of the best cities for startup in manufacturing. I like this example:

DJI, the world's leading maker of personal drones, is based in Shenzhen.

Number of SME (small-to-medium enterprise) should be an important indicator of a good start-up city/province. In manufacturing sector, my pick would be Guangdong, Sichuan, Hubei (hometown of @AndrewJin) & Zhejiang. Well I see a lot of entrepreneurial spirits there, tech-centric and many are quite pragmatic, quite welcome by some industry-based funds or large PE's.

Beijing has an ambience of "think big", as there is a popular slogan saying "3rd class corps do manufacturing, 2nd class corps do marketing, 1st class corps set the standards". That's why some smaller or financial-oriented VC's tend to give a lot of focus to statups in Beijing, they love to hear big visions, big stories. Rather than tech-centric, more focus are given on business model, business strategy.

Beijing's IT is not bad, is Baidu from Beijing?
Alibaba is in Hangzhou. I'd like to see IT giants based the interior in the future. We have talents! (Xiaomi's boss is from my province, from my dad's hometown half an hour from Wuhan by HSR)

China supports entrepreneurship in rural regions

China will support migrant workers, college graduates and army veterans who wish to return to their rural hometowns to start new businesses, part of a national campaign to boost entrepreneurship and employment.

The government will simplify business registration procedures for them, give tax breaks, cut administration fees, and subsidize business loans, according to a statement released after an executive meeting of the State Council, China's cabinet presided over by Premier Li Keqiang.

Meanwhile, the government will also trial collective bonds by small companies to try to alleviate credit difficulties that such companies often face.

The government will also encourage e-commerce in rural areas and offer equal access to public services such as social insurance, housing, education and health care for people seeking new careers or business development in rural regions.

Wednesday's cabinet meeting also looked at on cross-border e-commerce, planning to simplify customs procedure and encourage companies to expand overseas.

Private capital, foreign and domestic banks, as well as Internet companies will be allowed to set up "consumption finance" firms, which can extend small loans to consumers.

Alibaba already offers consumers loans based to buy goods on its online shopping site Taobao, allowing them to repay the loans through an instalment plan.

The cabinet will speed up the use of fiscal funds and better coordinate the use of surplus funds for projects in areas such as science, education, and agriculture.

Measures implemented across China to support rural startups, in order to promote rural revitalization, have begun to yield positive results, according to the Ministry of Agriculture and Rural Affairs.

Supported by policy incentives, more migrant workers and college students have chosen to start businesses in rural areas in recent years. They enable more resources, including talent, technology and capital, to flow to rural areas, thus injecting new impetus into the development of agriculture and rural areas in general.

Online sales in rural areas exceeded 1.3 trillion yuan in 2018, creating jobs for 28 million farmers, ministry spokesman Guang Defu said, adding that leisure agriculture and rural tourism accounted for 3 billion trips, generating revenue of 800 billion yuan for rural areas.

Migrant workers and college students moving back to the countryside also create more channels for rural residents to increase their income. Thanks to entities established by returning entrepreneurs, operating income of farmers increased by an average of 67 percent in 2018. These entities also returned or distributed an average profit of over 500 yuan to farmers in the same year.

Rural entrepreneurship and innovation have become the primary contributors to China’s rural revitalization in the new era, Guang added.
