This will infact cause a arm race between other nations like Japan, India, Russia etc etc

india's economy is about 35% of ours.
japan's population is 1/10 of ours.
russia didn't have any conflict with China in short to mid term.

if there is going to be any arm race, don't you think it is more likely caused by foolish decisions made by india/japan. I mean why they dare to play it with some one totally not in the same scale?

Isn't true it is very hard for a company to fire workers in India? If it's so, then the contributed factor is the law not the people. American workers were labeled lazy decades ago because of the union protections.

What an oxymoron. To protect workers it hurts a country/company and make workers lazy. When workers have no protections, they work hard and every body make money.

there are many reasons why indians are in general lazy:

1. the geolocation of india determines that their land is good for growing rice. so for thousands of years, they don't need to work hard to survive. it is very different in China - you work hard or you die.

2. india had this caste system for so long, low caste people don't care to work hard as they will always be the low caste. high caste people don't bother to work hard as they will always be the high caste. in China, even our ancient system ensures that a damn poor dirty farmer can see his son rise to the top of power if the son can be picked up in the Keju exam.

3. they stupidly believe that if you suffer in your life, you get better *next* life. so they stop working hard and choose to be poor/dirty/lazy.

Chinese budget does not include R&D cost for dual-use technologies. Even then, an extra 40% more would still mean we are spending less than 2% of our GDP.

I think the budget does cover R n D specifically BUT there may be R n D which are carrying out in non-defense related Universities where the technologies could be used for military purposes later on. Overall the less than 2% annual budget is less than UK France IRussia ndia S Korea Australia etc and the gap between China and US is further widened.
