We promised to buy the services they will produce like GOP will pay (rates as in contracts) Chinese companies -- a specific time period as in contract-- for the electric power they produce and electricity will be distributed by local companies on NEPRA rates. After the time period of contract is passed, all those electric generating companies will be owned by GOP.

For china it's business, i agree. So what makes you think we need to send representative for OBOR ? China conducts business with India as usual. Actually china benefits from doing business with India. In 15 years india will consume more trade from china than all of its neighbours combined.
I would say china cannot let india go. But india need not join OBOR.
That being said, the real reason for boycott is the disputed part in kashmir.
That part we are dealing well. You can set up industries in India and export finished goods to China, as part of Make in India. Just like what Oppo is doing now.OBOR may get you new business opportunity in China to recover some of those deficit.
