Mass starvation doesn't exist in China. There's always starvation here and there in just about every country that's large enough, but "mass starvation" is no longer true in China.
I think he should've been more specific about unemployment. People can find jobs and survive, it's just it won't be the type of job that they like(e.g. selling instant noodles) or at the place they like(e.g. Beijing).
