China can sign an border agreement with Indian NE rebels without Indian government consent,but that doesnt make NE an independent country,or does it..

Not a single government in the world aknowledge that Tibet is an indepentent country,therefore any agreements signed by so called Tibetan government(they still have a government in India) are illegitamate.

Tibet was integrated into China by Qing Dynasty, during the end days of Qing Dynasty in late 1800s, Qing Dynasty lost control over Tibet, the Republic of China never had control over Tibet, it wasn't until 1950 Tibet was annexed by China.
