SASTIND control China Atomic Energy (Which is oversee China's Nuclear Energy but not China's Nuclear Weapon like you said). China's Nuclear Weapons are under authority of PLA-RF (Strategic Rocket Forces) which is under command of CMC (Central Military Commission), including all of their Military branch & related.

Meanwhile, SASTIND under the command of China's Ministry of Industry & Infomation Technology which is under authority of State Council.
