1959 LAC between India and China comes --at least from the Chinese side of understanding -- from an exchange / Letter written by Premier Chou En-Lai on Nov 7th 1959. The maps accompanying that showed what was 1959 LAC according to Chinese understanding.

This is the agreement and the LAC to which the Diplomat was was referring to. You can even see the Pongoung Lake where this incidence happened.
A. Now tell me How the hell is this LAC just few kilometers away from Delhi?
