Firstly we are not banning long beards, but only forbiding people with long beards to take public transports in a certain area of Xinjiang. It might seem too restrict, but public safety is always above anything else, especially for an area which has been struck by several mass terror attacks recently. Maybe not every guy with long beards are terrorists, but evidence shows that every terrorists had long beards. That makes this move reasonable enough.

American's surveillance project also harm human rights, but it is necessary for homeland security. Likewise. Keeping Long beard is not a Xinjiang tradition at all, so this banning should not offend most common people.
