ISLAMABAD: The government said on Tuesday that Prime Minister Nawaz Sharif’s signature mega power project – 6,600MW coal-based Gadani Power Park Project – for ending loadshedding had been put on the back burner because of changing priorities of the Chinese government.

In a testimony before the National Assembly’s standing committee on planning and development, top officers of the power ministry and Pakistan Power Park Management Company (PPMC), which has been set up to specifically undertake and facilitate the Gadani mega project, said a decision had also “been taken that all work relating to PPMC may be handed over to the Private Power and Infrastructure Board for rationalisation of the project”.

The parliamentary panel was informed that the PPMC was set up in 2013 for construction of infrastructure like port facilities, coal handling, roads, jetty, etc, to enable setting up of 10 power projects of 660MW each and a transmission line for evacuation of its power. The cost of the entire project was estimated at $6-8 billion.

The committee was told that memorandums of understanding were also signed with China under China-Pakistan Economic Corridor Project for 10 Gadani Power Projects, but later Beijing scaled down its priority over financial and technical apprehensions. For example, the Chinese had concerns over payment issues against electricity sales after the completion of projects and suggested AC, instead of DC, circuit transmission line.

The parliamentary panel was informed Pakistan had even agreed to set up a revolving fund to facilitate direct payments to power producers against electricity sales and was ready to set up AC circuit transmission line, but China reduced the number of projects to four from 10.

As a consequence, Pakistan had to redesign the entire project because transmission line and port facilities also needed to be in consonance with 2,600MW, instead of 6,600MW, but the Chinese side reduced Gwadar Power Park on its priority order.

The committee was also told that a subsequent meeting of China-Pakistan Economic Corridor Project expert group decided to downgrade the 660x4 coal power projects at Gwadar from ‘Early Harvest Projects’ to ‘Actively Promoted List’. The meeting was informed that 14 projects on the early harvest project list were now being pursued for completion by 2018, while the remaining seven projects, including Gadani, would be considered for priority implementation depending on progress achieved on the ground.

The committee wanted to know how the Gadani projects were publicised on national media and why the prime minister decided to inaugurate and lay their foundation stone before completion of studies.

An official of the water and power ministry said the ministry could not respond on behalf of the prime minister or the government because the project was part of the PML-N government’s plans to end loadshedding.

Responding to various questions, water and power additional secretary Omar Rasool confirmed that the project had been put on the back burner, but said it had not been shelved.

The committee was also informed that the Nandipur power project would now be able to contribute 425MW electricity to the system before the coming summer. Previous deadlines of early this year could not be met.

The government had received expressions of interest from only six companies for 10 projects of 660MW each despite repeated extension in deadlines.

The government had created the Gadani Power Park Management Company early last year as a special purpose vehicle for the management of 6,600MW power projects and to provide infrastructure facilities at the site to facilitate international investors, mostly from China.

The 10 projects were first advertised in July last year seeking expressions of interest by Aug 18. Attributing the poor response from investors to sit-in protests in the federal capital, the government extended the deadline to Sept 29, but the response failed to pick up.

The deadline was further extended to Oct 31. The government had earlier registered foreign companies for setting up all 10 projects at Gadani through negotiated memoranda of understanding. The firms had deposited earnest money in foreign exchange, but the government decided to invite bids to meet procurement rules to avoid controversies for awarding contracts through negotiations.

Therefore, it asked the registered firms to send their expressions of interest, telling them their previous earnest money would be returned or adjusted.

China is here for self interest. This "Deeper than deepest ocean" blah blah is only because if Chinese interest in region. If US was our neighbour, it'd be same story.

China isn't doing us any favor, rather we're doing them a favor due to the amount of concessions they get.
Well yea, I don't think anybody thinks China is a saint or even close.

Pakistan need to have something in it for China, because we don't come empty handed, do we. We invest, we share tech and we sell weapons and tech that some may not be comfortable parting.

However, we cannot leave empty handed, for one, this rivalry with India isn't actually that important right now, as they are not at the stage where we need to use too much effort into anything.

Second, even if we are authoritarian, we can't just tell companies to go in for a loss, and hope for the best, even for us.

Lastly, do you really want Pakistan to be known as the place charity is being granted? 5 bucks is charity, in the international arena that maybe a few billion, but in terms of real money, especially that of a nation of Pakistan's size, that's like giving 5 bucks to a family of 10.

One word, Japan. Before China's rise or anything, Japan was already a major world player, Pakistan can certainly be somebody without India, whether they should want to is another story.

There are big markets, and great partners all around the world. You don't need to be tied down to anyone. But also, you shouldn't discount anyone, as that's just not smart.

I always realized this.

It's jut that most Pakistanis don't admit and consider this an actual friendship. I even got negative ratings for it.

We're only here for China for her pleasure. China will do investments only if it helps her, not us. Even America gives us aid because we do their work of counter terrorism or previously, anti soviet stuff or keep being aligned with the US.

I take economics and our first lesson was, there is no free lunch and there is only self interest. The sooner majority of Pakistanis realize it will be the time Pakistan can finally grow and come out of being a nation that survives on the help of others.

Look at the world and China, America, at this point, hates our guts, but they can do no more than a half baked attempt at TPP, which is about as effective as a paper cut.

It's much better to be allies for practical than sentimental reasons.

I do not think that Pakistan can boost its economy without having a good relation ship with India. India can certainly provide affordable power to Pakistan if we explore the possibility in right direction.

If Gadani is put in back burner, bring Adani in.

Adani has an ultra mega power plant in gujarat and supplies Gujarat government a power at a very low rate of around rs 2.60 per unit. Some time ago, there were some talk of buying power by Pakistan from India.

If we start being selective on who to deal with, the nation is bound to have a shrinking economy. Punjab is a HUGE and populous province and sides with India. It can easily import electricity and prevent massive line losses. But we're bringing electricity all the way from Tajikistan, because you know, FU india and FU electricity. I rather buy wheat all the way from America and if not possible, starve but not buy anything from hindu terrorist Kashmir abusing, Pakistan dividing (bangaldesh) state. No, never!

Tell me, why is it a problem to give "MFN" status to India? Because it says "Most favorite nation" (or whatever is called)? They had to change the name in order to give to India (still haven't given yet) because it sounded so wrong to Pakistanis. India and most favorite? ewww

Meanwhile india has given us MFN status long long time ago.

Let us see the EU trusted Russia with gas and sometime ago the gas supply stopped. Was not that the example here. How many times has Russia used gas as a weapon. But to you logic seems nationalistic but then again what can one expect from you...

Only Pakistan can guard its interests. Fix the tax collection system and we would not need anyone. Yes, the indirect tax collection is up that is Sales Tax, but the rich do not pay taxes. US, China, India has nothing to do with this.

there are people who just want to complain and watch more Indian dramas then news.
We can grow and China is helping us but Pakistani politicians like having everything for free and even then complain. China will resume when the first step of projects are completed

lol. I was talking about overall trade, not pin pointing to specifics. And I mentioned US and Russia.

Are you saying that Russia is doing 0 trades with Europe and America? Yes? Speaks about your mind. You have no understanding at all and start calling out names.

there is difference between trade of value added goods and products and basics such as electricity, the only example of total or partial dependence of a resource is gas and EU and the result is in front of you.
And look into our own circular debt before you blame the Chinese. There are problems with bill collection which stems from stupid governance and that issue will not change where ever we get our power from. now go study facts and context and learn to study things before commenting like a child

Like I said in another thread Chinese are pure smart businessmen .I dont blame them.
This is just pure business and profit.6600MW project is not a joke need a lot of expertise and investment and none of this come freely.Considering Pak Economic situation it would be in Chinese shoulders to fund this entire gigantic project.
That is why they suggessted AC instead of DC.DC is good but need a lot of initial capital .
And funny Pak Govt publiscied entire project for media celebration even before feasibility studies.

OP needs to correct the title. Its 'a project' not 'projects'. Gaddani Power Project was bound to fail. It needs $14 Billion investment.
