Perhaps, but it wouldn't surprise me if it's also a result of siloed planning. The PN seems to have ordered CH-4s as well.
Siloed planning is probably the number one reason.
However, and this is a wild guess, there may be a pressing need for such a capability in light of an increased tempo of operations against terrorist elements along the Western border and beyond.
The exim logs data probably reflects 5 units.

As for the PN, it would be a great tragedy if it opts for the CH-4 when it has its own UCAV program going. A perfect example of squandering precious resources.

Why CH-4 when CH-5 and WL-2 are available??


Why?? PAF was satisfied with that UAV and we had some ToT too.

CH-4 because of its cheaper price comparatively and par Performance

PAF has crashed many FALCO AVs in the past until such time LEONARDO the manufacturer refused to provide them with free replacement AVs. Today they simply do not have the money to make them locally
