Kokrajhar (Assam): One militant of the banned National Democratic Front of Bodoland (Songbijit faction) (NDFB(S)) was shot down on Sunday by security forces in Assam's Kokrajhar District.
The incident took place after police and a Cobra battalion launched an offensive against the Mwdang Group of the outfit in the Ripu Forest Reserve.
Meanwhile, the security forces are also trying to rescue three construction workers who were kidnapped by the militants on Saturday at Lumding.

In an early morning joint operation between the Internal Security Division (ISD) of the state and Assam Police, four wanted Bodo militants have been arrested from a house in Srigandha Kaval, within Rajagopalnagar Police station limits in the city on Saturday.
The arrested have been identified as Tomar Basumatri, Sandan Basumatri, Naseen Basumatri and Jibal Nursery, all in their early twenties. The four militants were working at a private plastic factory in Peenya Industrial Area and are said to have been hiding in the city from the past one year. The Assam police who have been investigating the Bodo militant network in Assam, chanced upon the gang hiding in the city and tipped off the ISD, sources said.
The ISD is working with the Assam police to track down other Bodo militants who may be hiding in the city and the State as well.

Guwahati: A top Bodo militant, allegedly one of the masterminds behind the massacre of at least 80 people in Assam in December last year, was arrested by the army and Assam Police on Monday, officials said.
Based on intelligence inputs, Sumanta Basumatary, a top member of the National Democratic Front of Bodoland-Songbijit (NDFB-S) faction's central council, was apprehended from Tukrajhar in Chirang district.
Sumanta Basumatary alias B Sinaihang, is the self-styled joint secretary of the newly formed central council, and a trained terrorist of the outfit's 42nd Batch Bhutan, an official statement said.
His responsibility was coordination of terrorist activities, internal discipline, media interaction and propaganda.
"Sinaihang was very close to the outfit's new vice president G Bidai and is believed to be the brain behind the killing of tribals in December 23, 2014, in Kokrajhar district. Thereafter, he fled to Bengaluru and recently returned to Chirang," the statement said.
Calling Sinaihang's apprehension a "major blow to NDFB-S", the statement said the apprehension and earlier operations have "substantially degraded" the outfit's capabilities in Kokrajhar and Chirang districts.
"The army's relentless operations in difficult and inaccessible jungle areas of Chirang district have forced the NDFB-S terrorists to flee from their hideouts and move to vulnerable areas, where they are being apprehended or neutralised by the security forces," the army said in the statement.
Facing the brunt, the NDFB-S has aligned itself with the UNLFW, an umbrella organisation of northeast terrorist groups.
A series of attacks by militants in December 2014 resulted in deaths of around 80 people, mostly tribals. The attacks took place in Chirang, Sonitpur and Kokrajhar districts, and were carried out by the NDFB-S.

The NIA had registered the case on February 16 under different section of the IPC, Unlawful Activities (Prevention) Act, 1967 and Arms Act, 1959.

Guwahati: The National Investigation Agency has filed a chargesheet before the Special NIA court here against four persons accused of killing civilians at Sonajuli in Sonitpur district in December last year.
As per reports, all accused persons were militants of the banned National Democratic Front of Bodoland (Songbijit) faction.
Around 80 people were killed in the attack by militants on December 23 last year at different places of Assam following which the probe was handed over to the NIA.

Guwahati: NIA has filed charge sheet in five cases this month against 26 NDFB(S) militants accused in the killing of tribal villagers and members of the minority community in three Assam districts last year.
The agency has filed three chargesheets against 18 militants of the outlawed outfit accused of killing 41 tribal villagers in Sonitpur and Kokrajhar districts in December last, a senior NIA official here said.
A supplementary charge sheet was filed against six militants along with two others in a separate case this month, in addition to the one filed against two militants in October last year for their alleged involvement in the killing of 39 members of the minority community in Baksa district in May last year, the official said.
The NIA had filed a charge sheet at Special NIA Court, Guwahati yesterday against four NDFB(S) militants in the case where they have been accused of killing six persons in Hatijuli and Shantipur villages under Dhekiajuli police station in Sonitpur district, he said.
The charge sheet was filed against the outfit's 'assistant organising secretary' Sanju Bordoloi alias Sibigiri, who was arrested in Bangalore early this year, 'commanding officer' of the outfit's third battalion Ajoy Basumatary, 'deputy commanding officer' Nitul Daimary and Bishnu Narzary.
The NIA would continue with further investigation into the case, he added.

"Two hardcore NDFB(S) militants were killed in the encounter," he said.
The militants were identified as Gwndai and Junthi, both 'platoon commanders' of the NDFB(S).

"They had also brutally killed a Class 10 student Priya Basumatary, whom they suspected of being a police informer," Bishnoi said.

"We started an operation in Ouguri around 10.30 p.m. last night (Friday) following a tip-off that some NDFB militants were hiding in the area. A gun battle took place around 5 am on Saturday which led to killing of two cadres, identified as Gwndai and Jwanthi," Bishnoi said.
Both the militants were responsible for the massacre of Adivasi people in Kokrajhar, Chirang and Sonitpur districts in December last year that left 70 people dead.
Gwndai was also involved in the gory killing of Priya Basumatary, a 16-year-old school student in Chirang in May last year, said the police official from the Bodoland Territorial Area Districts (BTAD).
Bishnoi said police recovered one M16 rifle, one grenade launcher, one AK-47 rifle, one pistol and 136 rounds of ammunition during the operation.
The police official said the recovered M16 rifle was used to kill Priya.
The teenaged girl was shot dead in front of her parents and villagers on allegations that she was a spy of the security forces.

Guwahati: An NDFB(S) militant, who was allegedly involved in the Adivasi massacre in December last year, was arrested with arms and ammunition in Assam's Chirang district, police said on Monday.
The militant was caught from an area under Dhaligaon police station near Aie river late last night, IGP LR Bishnoi told PTI.
The IGP further said, “The extremist, identified as Thopsa Narzary (28), was involved in the killing of nearly 80 Adivasis on December 23 last year and several kidnapping cases.”
“One 7.65 pistol, two rounds of ammunition and one grenade were recovered from his possession,” Bishnoi added.

New Delhi: The AFSPA has been extended by six months in entire Assam and the 20km-wide belt in Meghalaya bordering the state with the Centre declaring that the "disturbed area" status, which has been in force since 1990, will continue.
In a gazette notification, the Home Ministry said the law and order situation in Assam has continued to be a matter of concern due to the violent incidents by underground outfits and during January-September 2016, different militant groups were involved in 66 incidents of violence in Assam which resulted in killing of 29 people.
"The militant outfits operating in the area continue to have been making constant efforts to regroup, re-strengthen and intensified their efforts for recruitment/infiltration of new cadres into the state and indulging in coercive extortion targeting businessmen, tea garden owners, contractors, commercial vehicles, timber smugglers, transporters and even government officials and politicians.
"United National Liberation Front of Western South East Asia (UNLFW) has been formed in April, 2015, and two of its constituents viz ULFA(I) and NDFB(S) have been desperately making efforts to perpetrate demonstrative acts of violence and during the current year they have been responsible for 57 per cent of the incidents of violence and 84 per cent of the deaths in the state," the notification, issued by Joint Secretary in the Home Ministry Satyendra Garg, said.
NDFB(S) militants shot dead 14 civilians and injured 19 others in a busy local market on the outskirts of Kokrajhar town on August 5, 2016, while ULFA(I) cadres also shot dead two Hindi-speaking persons in Tinsukia district and orchestrated five and two IED explosions in Tinsukia and Charaideo districts, respectively, on August 12, 2016.
"Now, therefore, the entire state of Assam and the 20 kms wide belt in the State of Meghalaya bordering Assam shall continue to be 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to six months beyond November 3, 2016, unless withdrawn earlier," it said.
The central government had first imposed the Armed Forces (Special Powers) Act -- AFSPA -- in Assam by declaring the entire state as "disturbed area" on November 27, 1990 when insurgency led by ULFA was at its peak.
The then Prafulla Kumar Mahanta-led AGP government was subsequently dismissed by the Centre and the President's rule was imposed.

New Delhi: The AFSPA has been extended by six months in entire Assam and the 20km-wide belt in Meghalaya bordering the state with the Centre declaring that the "disturbed area" status, which has been in force since 1990, will continue.
In a gazette notification, the Home Ministry said the law and order situation in Assam has continued to be a matter of concern due to the violent incidents by underground outfits and during January-September 2016, different militant groups were involved in 66 incidents of violence in Assam which resulted in killing of 29 people.
"The militant outfits operating in the area continue to have been making constant efforts to regroup, re-strengthen and intensified their efforts for recruitment/infiltration of new cadres into the state and indulging in coercive extortion targeting businessmen, tea garden owners, contractors, commercial vehicles, timber smugglers, transporters and even government officials and politicians.
"United National Liberation Front of Western South East Asia (UNLFW) has been formed in April, 2015, and two of its constituents viz ULFA(I) and NDFB(S) have been desperately making efforts to perpetrate demonstrative acts of violence and during the current year they have been responsible for 57 per cent of the incidents of violence and 84 per cent of the deaths in the state," the notification, issued by Joint Secretary in the Home Ministry Satyendra Garg, said.
NDFB(S) militants shot dead 14 civilians and injured 19 others in a busy local market on the outskirts of Kokrajhar town on August 5, 2016, while ULFA(I) cadres also shot dead two Hindi-speaking persons in Tinsukia district and orchestrated five and two IED explosions in Tinsukia and Charaideo districts, respectively, on August 12, 2016.
"Now, therefore, the entire state of Assam and the 20 kms wide belt in the State of Meghalaya bordering Assam shall continue to be 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to six months beyond November 3, 2016, unless withdrawn earlier," it said.
The central government had first imposed the Armed Forces (Special Powers) Act -- AFSPA -- in Assam by declaring the entire state as "disturbed area" on November 27, 1990 when insurgency led by ULFA was at its peak.
The then Prafulla Kumar Mahanta-led AGP government was subsequently dismissed by the Centre and the President's rule was imposed.

One woman cadre of the proscribed United National Liberation Front (UNLF) was apprehended by a team of the Manipur police commandos on Saturday.
The police said the cadre, identified as 26-year-old Heisnam Shangoi Devi at Moirang Leima was nabbed from her residence at Moirang Siribon Leikai in Bishnupur district of the State.
On investigations, it was learnt that she was trained at bordering Myanmar and belonged to the 20th batch of the militant group.
One Chinese-made hand grenade was also recovered from her possession. - PTI

Home Ministry cites ‘extortion and intimidation’ by NSCN-IM in three districts of Arunachal Pradesh.
The Centre has decided to extend the Armed Forces Special Powers Act (AFSPA) in three districts of Arunachal Pradesh. One of the primary reasons cited by the Centre is “extortion and intimidation” by the cadres of National Socialist Council of Nagaland (Isak-Muivah), who are “contriving to dominate areas hitherto occupied by NSCN (Khaplang).”
The notification has been issued even after the NDA government signed a ‘framework agreement’ with NSCN-IM in September 2015 to find a final solution to the six-decade-old Naga issue.
The Home Ministry’s latest notification, issued on November 4, has, for the first time, said the AFSPA was being extended in the districts of Tirap, Changlang and Longding, all bordering Assam, as the NSCN-IM was desperate to regain control from the NSCN-K.
The latter was banned last year after its alleged involvement in an ambush on an Army convoy in Manipur’s Chandel district, resulting in the death of 17 personnel. Its leader S.S. Khaplang is said to be in Myanmar. The previous notification, issued on May 4, did not mention that NSCN-IM was regaining areas from NSCN-K. The Home Ministry revises its notification every six months. The notification further said, “security scenario [in three districts of Arunachal Pradesh] remains vitiated by the spillover of the Naga insurgency.”
After decades of violence, the NSCN-IM had entered into a ceasefire agreement with India in 1997. The largest group representing the Nagas has demanded a “Greater Nagalim” or a contiguous land for the Nagas, across the States of Nagaland, Arunachal Pradesh, Manipur and Mizoram.
When asked about the notification, a senior government official said, “The ceasefire signed with NSCN-IM is only for Nagaland; it does not include Arunachal Pradesh and Manipur. This notification has been issued after much consultation between the security agencies.”
Disturbed area
The order said the three districts were being declared as “disturbed area” under Section 3 of the AFSPA as “Naga underground factions including NSCN-IM and NSCN-K continue to indulge in extortion, area domination, recruitment of locals and inter-factional rivalry.”
NSCN-K had unilaterally abrogated the ceasefire in March 2015 but NSCN-IM continues to be in a ceasefire pact with the Government of India.

A search is on to find the militants involved in the ambush.
Three Army jawans were killed and another four injured in an early morning attack on an Army convoy by suspected militants of United Liberation Front of Assam (ULFA) in Tinsukia district of Assam.
“IED blast, Tinsukia Update. Three soldiers martyred and four soldiers injured. Search operation is on,” the Army’s Eastern Command said in a tweet.
“The ambush happened at around 5.30 am on Saturday morning. Militants had planted an Improvised Explosive Device (IED) on the road. When the IED exploded, the convoy stopped. Then the militants fired indiscriminately in which three jawans were killed,” Army sources said.
The three soldiers have been identified as Hav Multan Singh, Hav Rishipal Singh and Naik Narpat Singh.
According to sources the incident took place inside a reserve forest near Digboi in Tinsukia district of Assam. The injured jawans were airlifted to nearby Army base hospital.
Officials said that the area is thickly forested which facilitated the militants to escape. Security forces launched a massive search operation to seal the area and apprehend the militants.

Home Minister Rajnath Singh today spoke to Assam Chief Minister Sarbananda Sonowal and took stock of the situation in the wake of ambush by militants in which three army personnel were killed and a few others injured.
During the 10-minute telephonic conversation, Sonowal briefed the Union Home Minister about the militant attack, the situation arising of the incident and the steps taken to nab the culprits.
"I am deeply anguished by the death of army soldiers in an attack in Tinsukia and pray for speedy recovery of the injured. We are monitoring the situation," Singh said.
Three jawans were killed and four others seriously injured in the ambush by a joint group of ULFA(I) and NSCN(K) militants at Pengeri in upper Assam's Tinsukia district today.
A group of about 15 militants attacked an army convoy early this morning and severely damaged two vehicles killing one jawan on the spot and seriously injuring six others, a defence spokesman told PTI. Two of the injured succumbed to their injuries on way to the hospital, he said.
