Modi failed to prevent the riots.

SO why modi is not terrorist after irrefutable proofs of his involvement in gujrat massacre but hafeez is a terrorist simply bcs India accuse him to be based on 0 evidences?

Hafeez saeed is a pakistani citizen and JUD is a pakistani org. with 0 links to any "terrorism" if I am not wrong. But yet JUD has been criminalized and uncle sam declared a bounty on a innocent PAK citizen. Where's the say of PAK gov here? Where's the say of PAK judiciary here? DO US and UN (US lead UNSC) have jurisdiction over PAK? Who gets to decide what constitutes terrorism? Uncle sam and & its allies ? U don't even have to go into the arguments of drones. The problem is no one can stand up to the united states. Huntington in his clash of civilizations states there are no muslim core states. This I believe is the crux of the problem.
