Rangpur division poverty rate is much higher than national average, but people from there mostly migrate to Dhaka for jobs. A large percentage of Garments workers and Rickshaw puller in Dhaka hails from that division. Plus Rangpur city also provide many labor intensive jobs. And contrary to your opinion, Rangpur's water problem is not as severe as you are imagining, it is the most agriculturally productive division in Bangladesh. It is true, lack of Teesta water causing some problem. But that is not a big spoiler. Otherwise it could not grow so many crops. If Teesta water found adequately, it could emerge even a bigger producer, that's it.2. The region on the other bank of the Jamuna in the division of Rangpur, where is situation is complicated by water scarcity as one goes further north west.
Enclave problem has been solved. It is only about 37 thousands people. now those enclave enjoying a rapid development activities.3. The inhabitants of the enclaves/chitmahals along the border with Assam and WB who have been essentially abandoned by your State and the are dependent on India for their livelihood. In all fairness, this is a nasty byproduct of the ill-conceived partition.
There are only few lakhs of them in BD. Previously they gone to Mizoram, Tripura, Arunachal in India and Myanmar. But such incidence now very low. It is laughable that you are identifying it to be a big problem for Assam. Although their main destination was never Assam.4.
