I know that client state patronage is the only equation understood by Pakistanis, but that is not the only way to look at things. During the Cold War, while India claimed to be non-Aligned, it was an open secret that we had excellent relations with the Soviets. We were a poor country that could hardly bring anything to the table, and the Soviets did help us quite a bit in setting up industries, defence, etc. And yet, were we a client state of the Soviets? Insofar as our own neighbours were concerned, we had our own policy independent of what the Soviets wanted. Turkey today is a prime example of that. She is a NATO member, but is Turkey a NATO puppet? On many issues in recent years, such as Israel, Kurds, Greece, etc, Turkey follows an independent foreign policy.
You must not think every country to be like Pakistan, really.
