Off topic, but marrying first cousins is disliked in Islam, but is permitted. It is actually Pakistani culture, not religion to endlessly marry cousins.

Islamist allow it though, but do not allow life saving nourishment for a critically ill baby.
Like the other poster said, @Longhorn, even pork is allowable if your starving, and there is nothing else left to eat.

You've answered your own question. Islam allows pork if in a life threatening situation, so it allows any milk in a similiar situation.

You just don't need non-Islamic solutions in an Islamic country, when Islamic solutions are available. All this is a storm in a tea cup, I have never in all my years been told that this type of facility is essential for life saving.

It should depend on what is best for the baby.
All other considerations should come after that.
Even the halal/ haram consideration.
Life is the most precious the thing and Islam recognises this. We are allowed to eat pork as a last resort. I'm sure many medicines contain alcohol.
I have personal experience of this.
My daughter was born at 25 weeks. There wasn't a baby formula suitable for her at that stage of prematurity, there probably still isn't. My wife was too ill to produce her own milk. My daughter was fed on the milk of an unknown lady, to whom I am eternally grateful, until my wife was well enough.
My daughter survived. She is now a highly educated, productive, motivated asset to society.
Absolutely there should be a milk bank.
Sometimes we get bogged down in whats, ifs and maybes and forget to look at the bigger picture.
God has given us a religion but he has given us an intellect and the faculty of reason as well.
If there is a system to keep track of the mother who donated (in fact sold) the milk, then why not. At least a Muslim baby should know when he grows up who are his or her siblings according to Qur'an.

But they are planning to mix the milk and not tracking the mothers, then better denounce Islam as the state religion.

This is just one issue. In a country like Bangladesh, it will bring more harm. Poor mothers will deprive their own babies to earn money. It's a good idea and it can be implemented in future when Bangladesh's per capita income will be crossing USD 25000 in Shaa Allah, society will be digitized and the electronic record keeping will be widespread, and poverty will decrease to less than 1%. Even then they will have to keep it as a "donation" rather than a commodity for sale to keep the people from abusing this.

Or there is always a second option, just take out the particular verse from Qur'an that's taught there, or declare Bangladesh a non Muslim country.

Different animals have different compositions in their milk. It is better for babies up to weaning age to consume milk from their own species or to consume baby formulation for their species. Otherwise they will end up with diarrhea.

I think I know the answer to my own question.
I work in healthcare and meet doctors almost everyday.. for emergency situations, there are special formulas, even mother's milk doesn't work. And these formulas are available everywhere. Bangladesh can import them for emergency needs.

I think you have misunderstood me.. I am not against the idea.. Even our prophet Muhammad PBUH suckled Bibi Halima Sadia (RA) when he was an infant. Problem is that the system to keep track of the mother is very weak now..
And seriously, this idea is not bad if managed properly..

The child will know who is his mother according to Qur'an when he grows up.. Don't you support this idea to have better controls first and then implement this?

IF the doctor says that ONLY mother's milk is necessary, and there is no alternate available, then I would like my child to have the breast milk of a woman who I know..

Can you tell me if this scenario is widespread and no infant formula can replace mother's milk in emergency situations? or was that just a hypothetical question?

I'm not one for this backward and forward debate. I'll just tell you where I am and leave it at that.
I think life is precious and sacrosanct. Every life of whatever race or creed unnecessarily lost due to dogma of any stripe is a life wasted.
It is simple for a religious scholar to give an academic opinion based on his understanding and agenda( an understanding and agenda that I may not agree with) when he has no skin in the game. It would be a different reaction if it was the scholar's child's health that was in question.
These people have answers to everything, solutions to nothing.
What matters for me is the practicalities of life. We as Muslims have been dogged through the ages by these myopic people pushing their agendas against the interests of the common people while the rest of the world has forged ahead in every field and discipline. What's more, these people hold other people to different standards to which they hold themselves. They tie themselves in knots. I laugh at the scholar's that say it is ok to accept a body part for transplant but it's not ok to donate ( yes, I've read about it in the past). They do these things to keep themselves relevant in a world where they are increasingly irrelevant. The last person I would listen to in matters of medicine would be a self appointed religious expert.
Life and health and their preservation are non negotiable. The first objective must always be the welfare of the patient, any philosophical and religious concerns need to come a very distant last. Islam itself actually backs this stance.
The people who forbid vaccination are criminals.
The parents who listen to them are stupid.
I hope this defines my opinion.

In China there was cultural sensitivity and superstition about building the three gorges dam. There many other things that were holding China back due religious superstition back in the 50's and onwards.

Same can be said about Bangladesh with family planning, girls getting a edu

So in Bangladesh girls going to school, woman becoming income earners and health care professionals for villages. Family planning and marital contraception were all cultural taboos.
Now this has changed, and for the better. So you statement doesn't stand up. Gov didn't do it, nor did they stand in the way it was mainly the work of ngos

read my posts above please. nothing wrong with another woman suckling a child or giving the child another woman's milk...but he/she MUST know who she was.
