However, they were also thinking of the political backlash they would face in the west. So, they created a situation whereby India could be blamed for it. You have to think ZA Bhutto tore the ceasefire compromise paper in December at the UN that was granting autonomy to the east within united Pakistan.

Almost similarly, Mujib also did not want to get the blames for dividing the country, so he did not declare outright independence in his 7th March speech. Had he done so, we could have separated the country without much killing because military people from the west could be stopped from landing at Dhaka/Chittagong by the population. They started to arrive only after 7th March.
