Yes, BJP dont have majority in Rajya sabha. Only NDA have 64 members outs of 250. So critical bills/amendments can be blocked here...

I guess if Congress actually cares for country, they willl not block any bill. India needs fast forward reforms.

To Compensate that, already negotiations are started with JAYA, tamil medias reporting here, so JAYA may get some seats in the cabinet. But she also has only 10 MPs in Rajya sabha.. Congress is good for nothing, I dont think they have moral responsibility.

Don't keep such unrealistic expectations. You will only be disappointed. Modi is not a magician that he will change things overnight. If he can slowly build a manufacturing based economy and reduce corruption we will get there eventually. UPA 2 derailed the country it will need some time to fix that.
