It is against human morality, nature and goodness....to steal by authoritarianism ( inevitably corrupt govt authority/dictatorship) and "redistribute" to make things "free" by that same authoritarianism.

Stop quoting China too, they are statist-capitalist (of the mercantile strain) for all intents and purposes now. Communism died with Mao there....its just referred to in a legacy idealistic way. They deeply understand its a complete abject failure on the ground.
 
The technology that asteronauts and satelites use to change directions or give a push will help in draging the asteroids towards mars surface. Mine the asteroid there and ship back the refined elements to earth.

I agree with the last sentence but one thing though. The technology that astronauts and satellites use to change direction or give a little push uses cold gas thrusters, which are not powerful enough to brake an asteroid for a precise landing on Mars. And I believe that even with something powerful like a rocket engine attached to the asteroid, the landing will not be soft enough to not effect the ground on Mars.

Best is mining an asteroid in the Asteroid Belt itself or mine a Near Earth Object ( NEO ) asteroid in its own path and send the refined elements to Earth.

But I wonder if a big enough asteroid can be sent on a collision course with one of the two poles of Mars so as to release the iced water into liquid form into the atmosphere, so that some measure of terraforming can be done.

What you describing is a welfare based capitalist system with a socialist undertone (in terms of deciding who gets what) than a proper socialist system. In a proper socialist system everyone will get equal share in the pie irrespective of work.

1. I think you are right. The economic label can be anything. As long as something works why complain. As the Chinese leader Deng Xiaoping said "It doesn't matter what the cat's color is, as long as it catches the mice". So, the economic arrangement of the society can be how you said it - "welfare based capitalist system with a socialist undertone". @Nilgiri, the previous and also that I and two or three people were working on an economic system in 2012 that resembled China's "Social Credits" system.

2. The political arrangement of the society should be like how Libya had before 2011 - Direct Democracy. Read this post of mine for explanation of the Jamahiriya Direct Democracy system. It is similar to the "Swaraj" concept that the AAP movement and Swaraj Abhiyan movement in India.

3. The social arrangement of the society should be progressive, scientific, abolishing all regressive and out-of-date ideas however long in history they had found support.​

So now we have addressed the three elements of a society - Economic, Political and Social.

1 How does the govt pay for all free stuff

in the present context, every country has something to offer. For example, Bangladesh has textile industry.

2 What is the motivation for anyone to work hard in that system

There's no point working someone to exploitative collapse.

We have to work smart and not just work hard. In many industries in the near future, there will be automation to help. I speak of things like 3D Printing in house construction and cooking food.

I agree and that is why I have stated earlier that any such asteroid mining operations should be done under the supervision of the United Nations Organisation.

There is already an UNO committee for space exploration called UNOOSA ( United Nations Office for Outer Space Affairs ).

I know the risk of collision that’s why my little brain decided to not risk the moon and land it/collide it with mars surface, some 100 km away from settlement.

About the terraforming, how do you know it wont turn out to be a next moon ? Which lost all of its water due to several reasons. I dont know about the atmosphere of mars, is it thick ? If not, how is it going to retain the water in its atmosphere after the collision ? What if with the extreme temperatures, there remain no water at all , just oxygen and hydrogen ?? Wish i studied those science classes seriously.

In a proper Socialist society, basic services like education, transport and medical care should be free.

Asteroids made up of precious metals won't change the socio-economic conditions of the planet. On the other hand if an asteroid contains some sort of ultimate superconductor compound that could conduct heat and electricity at both extremely high and low temperature with zero resistance or if the asteroid is made of energy source say Uranium or plutonium, then that could in theory, bring significant change to the world economy. We need more energy to drive the industrial engine and advance in technologies to bring more efficiency to every sector.

If there was any huge distress at any scale/intensity that was projected by socialist-run media.......you would not have seen the recent election turn out the way it did.

So if the UNO cannot / will not allow independence from the conspiracies of the NATO / West, there is the SCO ( Shanghai Cooperation Organisation ) that was started by Russia, China and the Central Asian countries. I think we in the poorer countries can trust the SCO. India and Pakistan are members of the SCO.

Let us remember the Chelyabinsk asteroid that passed through the skies of Russia in 2013 and crashed into a lake. Even though it didn't crash onto the ground its mere passing in the sky caused thousands of building damages and hundreds of injuries because of glass shattering and so on.

You are correct. The atmosphere of Mars is thin and mainly composed of Carbon Dioxide. And Wikipedia says that "the atmosphere of Mars has been losing mass to space throughout history, and the leakage of gases still continues today". And maybe you are right in saying that extreme temperatures from the collision will turn liquid water into molecular oxygen and hydrogen that may possibly escape into space, and also that Mars will turn into a atmosphere-less moon.

So maybe we can use other methods like a big lens or mirror that can shine on one the two poles and slowly release the O and the H.

The masses in any society may make wrong decisions. It is up to progressives to show the right path.

Indian culture generally is quite individualistic and many people don't tend to bother about the troubles of others. For example, until a few days ago there was no employee union in the Indian IT / ITES industry and only recently did some people in Calcutta start a union in the IT / ITES industry there. I myself almost created an employee union in 2014 in a ITES company. I say almost because I resigned. A mistake.
