Each country develop system that the other still struggling to learn it, considering that there is still blind spot in indonesian airspace, will be good if we can learn radar to vietnam, we need more radar.

we dont have any restriction in export of our weapon system, actually we are taking pride on that. If only we got a better finance system we can offer them with loans.

The Bionix (BX) is a family of tracked Singaporean armoured fighting vehicles developed by Singapore Technologies Kinetics (formerly Singapore Technologies Automotive, which is now known as Singapore Technologies Engineering). Intended to augment the Singapore Army's aging M113 armoured personnel carriers, it is the first indigenous armoured vehicle to be developed in Southeast Asia.[2][3] The Bionix has been operational with the Singapore Armed Forces (SAF) since 1999 in a wide variety of adaptations including the Bionix II, Bionix 25 and Bionix 40/50 variants.

Aside from domestic use, ST Kinetics has been marketing the Bionix to countries that wish to retire their old M113s from front-line service.

So does vietnam develop this system and the radar indigenously? or get some TOT from other country? or buy it and reverse engineer it?
a mix of old and new. some are imported, some are domestic made. such as this one: Vietnam made radar guided 37 mm anti aircraft artillery. all control units (radar, communications system, target finder, night vision gear) are packed in a special truck.

Anoa making history can not be separated on the needs of the military during military operations in Aceh, 2003. PINDAD responds to these needs by making light personnel transport vehicle APR-1V-based truck.

Pindad develop APR-1V into Personnel Transport Medium (APS) 1, then APS-2. In 2006, Pindad and BPPT managed to make APS-3 which later became known as Anoa.

PINDAD then made five Anoa variants, namely: Remote Control Weapon System (RCWS), Armored Personnel Carrier (APC), Logistics, Recovery, and Ambulance. The UN has ordered dozens Anoa 6X6 to transport troops in various peace missions in Lebanon and Sudan.

Strictly speaking about the VQ1-M.

Initially, we intended to buy them from a foreign partner, possibly Israel. We offered $100m but they refused.

So Vietnam decided to develop our own system. Took us 20 months to develop and manufacture an indigenous system, during that time, the partner kept lowering the price. When we have an operational system, their offer stood at $20m, but it was too late.

So yes, it was an indigenous system without any foreign assistance. That's basically what the article I linked was about.

The surveillance radar systems are different. We have full technology transfer and support from Belarus and possibly Russia.
