I have been looking at which leftist secular rebels match closest to the BLA and their tactics; and I think the closest match is the PKK (The Baluchi are actually said to decent from the Kurds if I’m not mistaken; having travelled from Kurdish areas to Baluchistan in the last 1000 years). Pakistan should be reaching out to the Turks to exchange lessons and techniques as well as ask which reforms to the military and police help best to deal with this threat, including the right kind of equipment, electronics, vehicles, and how best to defend positions against this threat. Pakistan has a fence going up along the Afghan and Iranian border, @Hakikat ve Hikmet what other things do you think Turkey would recommend to the PA and FC in dealing with this threat?

We need a high ranking Baluchistan specialist (Preferably an ethnic Baluch) officer in the Pakistan Army, that understand how best to deal with this threat with the least impact on the rest of the population; a surgeon, that can deliver the right amount of chemo and surgical removal to remove the tumor that are these BLA elements. Similar to how Gen. Tariq Khan is from Waziristan and understands his neighbors and how to deal with those neighbors that have been co-opted.
