The thing is we dont have a formidable navy and our defence doctrime is so primitive. Our defence doctrime called the SISKANHAMRATA relied on the people to fight an invader. Which is heavily land based.

But thanks to china incursion months ago now Indonesia is in the process to induct Iver hudtfeldt class from denmark. Two had already been ordered and will be build completely in surabaya.
We're also now building 150m long OPV for the coast guard.

Turkey SAM procurement process were indeed heavily influenced by politics (US influence).

But there were stage where Turkey could and had decided technically which one was best among the competing participant at that time; Turkey did testing the contending missiles and the winner was HQ-9 because most hit targets while PAC only hit 3 out of 10. Turkey has decided to buy HQ-9 but US pressurize Turkey to cancel then Turkey cancel all the procurement process. Years later Turkey finally bought S-400. That proves some eastern weapon are better than those offered by western.
