It's all routine work. Every single institution is like this and people are used to it.
We just make fun of these things and keep walking. In fact its a dead society.

I've had the same chaps ask me for bribe as well, I was bringing an old TV in for someone, and I knew the exact custom amount that would be required and brought it with me.

The customs official first said that the amount is almost the double of what I knew of, I asked him to present some sort of proof. But he didn't and as usual went ayen bayen shayen...

Then he asked me for some money and stuff...I refused yet again (Actually I was well covered since I myself had relatives in bureaucracy)...that was enough for him to let me go!
