Or a tier-1 with a sincere mindset wakes up and decides to instigate change. If they can get all or most of the tier-2s on their side and their own tier-3s, they can take over. In a way, that's how Imran Khan got into power, but he didn't carry real change because he co-opted himself with shady tier-1s. You need independent tier-1s to really break away and set up a counter-establishment to form the basis of the new state.What i can conclude from your two posts is that:
If someone from tier -2 wants change in society,he will have to rise up to tier -1( of course sheer hardwork included) from where he should get help from other tier -1ists and then push change across all three tiers.
Be it 18th century America, the French Revolution, the Russian Revolution or so n, you'll notice that there's always a new establishment and a new government to usurp the old one.
