Pakistan is backed by its Islamic friends like Bangladesh, Iran, Arab countries, Turkey, Malaysia, Indonesia etc, all of whom except for Turkey have helped Pakistan in either 1971 or 1965 war. So, India is not fighting just Pakistan. Don't forget this fact.

Like dozens of examples, won't even bother listing all. The countries listed above actually fought hard enemies. Pakistan fought an almost equally matched(until recently)soft state where 80% of defense budget goes towards pensions and salary, so hardly any room for new acquisitions.
Also what a silly example regarding cruise missiles. If cruise missiles were an equalizer, no country would bother having ships. If SAMS were an equalizer, no country would buy fighter aircraft. If anti submarine aircraft were equalizers, no country would buy submarines, if anti tank weapons were an equalizer, no one would buy tanks.
