That report says that there are presence of those fighters in 70-80% area nor its under control

McChrystal Statement have two parts and that statement btw 2010-2011. he was talking about Karzai rigged re-election in 2009 not taliban control 70% in 2009. When he was left, his last statement to US State Dept was "Taliban are winning the war in Afghanistan and they control 70% of Afghanistan".
