Secondly, the only people who are killed are people who cross the border illegally. They are killed on Indian territory, not Bangladeshi. Borders will be enforced and there is no question on issue of allowing illegals to cross over. If you have an issue with it, ask your countrymen to stop crossing the border illegally. Indian visas for Bangladeshis are easy to get. You can consider this friendly, unfriendly, neutral, which every way you wish to. Borders are enforced globally and this is no exception. Heck, even SL Navy shoots at illegal Indian fishing boats. It doesn't devolve to national chest-beating about 'bad Sri Lanka' in India.
Supplying weapons to Myanmar is outside of Indian control and is a compulsion. It is the only way to maintain influence in Myanmar because Chinese supply more than ten times the weapons India does and have consequently built influence with the junta. This is much like how the US sells weapons to India and Pakistan and Russia sells weapons to India and China. And heck, Pakistan sells to Myanmar.
Learn to live with realpolitik.
