Dhaka, Nov 3 (bdnews24.com) – Poverty rate in Bangladesh has declined sharply from 49 per cent to 31 per cent as Bangladesh has progressed in various categories of human development, a new report by the United Nations has said.

But the poverty reduction rate was not the same in vulnerable areas, according to the Human Development Report 2011.

"There are some growth centres where it fell significantly but there are also some pockets like coastal or char areas where poverty is (still) rampant," said UNDP country director Stefan Priesner at the launch of the report on Thursday.

The report, however, praised Bangladesh for maintaining a good track.

The report said it is expected that Bangladesh would elevate to the medium human development index (HDI) category from the lower one.

Bangladesh showed very strong longer term progress on the HDI but there is no room for complacency, said Priesner.

Bangladesh improved its point from 0.497 to 0.5 at the index with a significant improvement in gender inequality issue, according to the report.

The overall inequality HDI has dropped by seven percentage point from 29 per cent to 22 per cent showing a good performance of the country, it said.

Bangladesh ranked just below Pakistan (0.504) while Delhi is ahead of Dhaka.

The UN country director said Bangladesh needs to address the pressure of environmental degradation, adverse impact of climate change and risks of disaster to improve further.

The four key messages of the report are sustainable urbanization, tackling climatic threat, providing clean energy to the poor and addressing environmental degradation issue, he said.

He said current rate of urbanization is not sustainable while climatic threat does more harm to poor than the richer part of the society.

Clean energy is pre-requisite for the development of the poor and if environmental degradation is not addressed, many poor who live on natural resources will be affected, he added.

"Equity and sustainable development are two sides of one coin," he said.

Contrary to the government’s claims, which put the number of poor people in India to be around 37.5% (as per the Tendulkar committee), the latest report by the United Nations has claimed that 41.6% of Indians live for less than a dollar a day.

A new report by the United Nations suggests that India is making some progress in reducing poverty. The UN’s annual Millennium Development Report, which tracks the progress of the international organization’s long-term goals, shows India’s poverty rate is expected to fall to 22% by 2015 from 51% in 1990. This marks an improvement from last year’s projections, which forecast India’s poverty rate to drop to 24% by that year. The poverty rate is measured by assessing the number of people who live below $1.25 a day, a threshold set by the World Bank.


A new report by the United Nations suggests that India is making some progress in reducing poverty.
India’s improved performance has helped reduce poverty globally, the report shows. It estimates that by 2015 the number of people classified as living on less than that amount in developing countries will drop to less than 900 million from around 1.4 billion in 2005. Of these, the report expects around 320 million will be lifted from poverty in India and China.

Although the report praised India’s performance, when it comes to eradicating poverty it is still lagging behind China and other countries in East Asia, which have seen the sharpest reductions in poverty in recent years. While India’s poverty rate is likely to fall to about 22 % in 2015, China’s is projected to fall below 5 % by then, said the report.

The gap is striking, especially considering that in the early 1990s, the two countries had comparative poverty rates. But today, while in India there are presently around 650 million people or about 54 % of the population living below the poverty line, China has now less than 100 million people, or around 8 % of its citizens in the same income bracket, according to a 2010 Asian Development Bank report that sets the poverty bar at $2.

Poverty reduction is the central aim of the UN’s Millennium Development Goals, which also include achieving universal primary education, promoting gender equality and reducing child mortality.

The report was overall positive about meeting its poverty reduction target, aimed at halving the number of the world’s poor between 1990 and 2015: “Based on recently updated projections from the World Bank, the overall poverty rate is still expected to fall below 15 per cent by 2015, indicating that the Millennium Development Goal (MDG) target can be met.”

Back to the topics... @Eastwatch can you explain to what extant Bangladesh can hope for up gradation in the HDI when the GDP of Bangladesh will be upgraded to the 2005 base year in the next fiscal. As everyone pointed out present 115 billion usd is a very conservative figure which does not take in to account many of the emerging and presently profitable sector. So, if the base year has been upgraded to 2005 it will give a big boost to the total GDP, so I think it should have a effect on HDI. Obviously it is without taking in to account Bangladesh has 34-81% shadow/black economy which is running parallel to the main economy.

That has nothing to do with this thread. We are dealing with absolute poverty. N India has more of it and it is according to your own Indian news paper.

Am only quoting the rankings to show that this is the latest data. If the data was old, India'a ranking would be 119 and not 134. I have the report right here infront of me. Feel free to live in denial.

Both the figures for below $1.25 dollar poverty line and Multidimensional poverty figure, India is better place than Bangladesh.

Anyways I don't believe mocking poverty. Just setting the record straight. Once again the data is the latest release from UN.
