Nope, it is not. Why would even the old AIM9L Sidewinder have a IR sensor mounted on a gimbal then? The idea is that the radar may provide the initial lock....basically, a sector in front of the missile where the missile will then go and search the target. The more accurate your initial vectors...

That is the reason why modern IR missiles come with a gimbal.....the seeker is free to rotate.....a small angular displacement leads to a large search area being covered when typically 10-20 km out.
