Wrong choice of words. They don't hold them captive. We call them special homes or observation homes for Juveniles. We (India and other countries) also have after care organizations for the purpose of enabling them to lead an honest and usefull life.

The reason why we have Juvenile Justice act here in India is because we hope that even after committing a crime a child can be turned into a good citizen.

For some years it was Russia and now Israel. I am sure soon someone else will takeover as no.1 military partner of India. And it is good for India that it doesn't depend upon one or two countries for military import.
