Pakistan continues to execute children

It seems Mutabar Khan killed five people and thought his age would be the excuse that would stop him from getting punished.If his old enough to go around killing people then surley his old enough to understand to get punished.

This is another reason why crime rates in western countries are much higher, minors get away with it.

I don't agree....This is where we need to bring in Science...There is a reason 18 years is consider to be an age when a child will be considered as Adult...It is like saying if child is good enough to know about Smoking/liqour then s/he should be good enough to know about its harmful effects.....If it is good enough to know about sex then it should be good enough to know about consequences of Pregnancy....I mean he is called minor for some reason...right???

Now there are certain cases when minor is treated as Major...i.e. where rarest of rare cases comes into picture...

To me this is wrong assertion...There are many reasons so sharing just two...

- The issue is one should not treat minors as adults that does not and should not be implied as veto to comit crime...Minors are tried but parameters of punishment is and should be different than that of Adults...Though there are certain cases(rare) where as per Law minors are treated as Adults(due to the gravity of crimes)

- Percentage of actual crimes being reported in developed countries is far more than Developing or under-developed countries. I can share one example - When i was coming to US for the first time here one of my friend said consider Police as your best friend there...Something i was shocked to hear.....Now i am not saying Police here is like angels but when i compare it with Police back home they are more than angels for me....

According to the HRW website, in Pakistan, the Juvenile Justice System Ordinance of 2000 bans the death penalty for crimes committed by persons under 18 at the time of the offense, but authorities have yet to implement it in all territories.
Is this news from past?
Can any one explain if any judge of any court in Pakistan can issue death penalty contrary to what is written in constitution?

I think your wrong.......in certain countries the legal age to drink is 16 and in others it can go from 18 to 21.....which one is correct "scientifically"?
What if the mumbai attackers had all been 15 years old turning 16.....would you have classed them as children and not punished them with death.

In rarest of cases a juvenile can be treated as an adult in most civil societies. That is offcourse necessary in instances where eg a 15 year old goes around rampantly killing people. But to apply the death penalty to a minor or juvenile in any society is unjust

The reason why we have Juvenile Justice act here in India is because we hope that even after committing a crime a child can be turned into a good citizen.

Imprisonment is not only about punishment for any offender. It is also about rehabilitation.

Wrong choice of words. They don't hold them captive. We call them special homes or observation homes for Juveniles. We (India and other countries) also have after care organizations for the purpose of enabling them to lead an honest and usefull life.

OT but even Kasab tried to prove that he is not adult that means under 18 years of age, and asked for a special juvenile justice court. But failed.

In the UK you can be 16 and join the army and go to war but somehow you have reach 18 before your an adult?
Its all relevant to the country you are from and the crime you have committed.

I stand corrected but I think that the international norm for treason is 16 years and in terms of international law if a civilian takes up arms against a soldier (including an invading force) or another country then he/she is treated as a combatant. I wonder what the age limit for that is. Child soldiers in Rwanda and Somalia were young, some even 7 years old. I guess Mutabhar Khan was treated in that catergory. But killing in combat is a separate issue. Imposing the death penalty on a juvenile is a different issue altogether
