Absolutely right! Gwadar skyline would look amazing. Karachi has plenty of land to expand unlike Mumbai and Dhaka which due to the land constraint have gone up. Had the Government set up only one high density zone the Karachi skyline would have looked amazing. Right now it looks a bit like Sao Paulo

High rises can't be planned before hand. Once Gwadar becomes a proper economic hub and a metropolitan city, then private investors would start building them as you can see now in Karachi. We can just hope the planners have an area marked to be the future CBD so a proper skyline can develop...
