Money and industrial/technological weakness.

PA provide recommendations in what and why they need something, based on their operational needs and or their knowledge of possible solutions marketed by other big players in the field. Now how to engineer, design, develop and add that capability into flying machine is beyond PA expertise.

Make vs Buy doesn't favor make option for Pakistan IMO. The money that goes into RDE just to have a MVP (Minimum Viable product) is in billions $ which Pakistan doesn't have. However i believe a JV would have been the way forward.

Talk is easy. Pakistan need to concentrate on economy before thinking about building sophisticated single platform military equipment. You need to learn crawl before u walk.

There is no easy option when Pakistan is shortage of fund and people are thinking about going into design and building a modern attack helo when other industries and know how are aweful shortage.

2. Educational institutions will develop
3. Exports will develop.

North Korea also do nuke? What is the big deal with nuke? You think its something great? Even Japan and Taiwan can do nuke. But due to political restrict. But North Korea cannot do a modern attack helo.

But making a modern attack helo with modern high power output is not something any countries can do it easily. Even Turkey got handicapped and not able to export it and here u want to run when u cant even crawl...

And you got it all wrong. You need to develop your economy, slowly industries will develop, follow by educational institution, export will then grow. That is where your money comes in and then you can talk about military. Ask China how they develop their military.

If Pakistan wants to run, the only way is to buy modern attack helo from a reliable source which is what they are doing by buying from China. Even yr JF-17 can succeed, is largely due to involvement of China. Who solved most of the R&D, testing and provide plenty of ready made sub components. Pakistan cannot do it alone.
