It is a wonderful place and having traveled to Germany quite a few times now, i can confidently say that the people are the best you may come across in Europe. Very cooperative and helping. Had great experience visiting different cities in Germany.

If you are referring to those white spots in second picture, that is not garbage.
Siri Paye is not effected yet but yes you can see this problem in many other places.

Most places that are famous are utterly trashed. Trash collection is not high on the list of priorities yet, but I hope that changes.
