i say karachi has seen more development then even lahore, can you disapprove my claim?

I live in Rawalpindi not Lahore, Pindi is small city population nearly 35Lac people and pindi have seen more development in last 5 years compare to city of nearly 2 Crore Karachi.

ask from people which is better? making university is better or metro bus is better? obviously metro bus is better for nawaz shareef because if he lets the common people get educated they will be politically aware and hence not remain a bunch of sheep
