Comparing apples with oranges. Gujarat was not a terrorist bombing incident, it was an incident where the majority population of a state went on a rampage against the minority and killed and raped hundreds if not thousands. When was the last time such thing happened in any province of Pakistan.For one Gujarat, there are bombings in Pakistan almost every month. Compare the death toll now.
Let me give you an example, see below
This is a Christian mob lynching and then burning a Muslim in Lahore after a blast at a church. This is Lahore, a 97 percent if not more Muslim populated city, if the majority of the city had acted the same way that the majority of Ahmadabad acted during the Gujarat massacre or how the goons in Delhi acted in 1984 we can only imagine what could have happened to the minority of the city. But they did not, so the minorities of Pakistan don't live with a constant fear that their whole community can be butchered because of one incident.
Of course there were incidents where individuals of minorities were subjected to mob violence, but how many whole sale massacres like Gujarat happened in Pakistan that you know about.
Regarding the bombings and stuff, if these bombers were just targeting the minorities you could have made a case. But the reality is 60 thousand Pakistanis died because of these bombings, most of them were Muslims.
