I don't think that we can be so low.

Our political system has improved from before but 86 is too high a ranking.

The reality is that we cannot get anything done without paying a bribe or using 'connections' with the ruling class.

I was under the impression that the ranking was in descending order of importance earlier. Of course you are doing much better than before. I thought that we are 86th from rank 1 onwards in corruption, with 1 being the least corrupt.
